|||| LEGISLATURE OF THE STATE OF IDAHO ||||
Fifty-sixth Legislature First Regular Session - 2001
IN THE HOUSE OF REPRESENTATIVES
HOUSE BILL NO. 12
BY MR. SPEAKER
Requested by: Bureau of Occupational Licenses
1 AN ACT
2 RELATING TO THE BOARD OF RESIDENTIAL CARE FACILITY ADMINISTRATORS; AMENDING
3 SECTION 54-4210, IDAHO CODE, TO DELETE REFERENCE TO THE INTERSTATE RECIP-
4 ROCAL ENDORSEMENT OF RESIDENTIAL CARE FACILITY ADMINISTRATOR LICENSES.
5 Be It Enacted by the Legislature of the State of Idaho:
6 SECTION 1. That Section 54-4210, Idaho Code, be, and the same is hereby
7 amended to read as follows:
8 54-4210. INTERSTATE RECIPROCAL ENDORSEMENT OF LICENSES. The board, in its
9 discretion, and otherwise subject to the provisions of this chapter, and the
10 rules of the board promulgated thereunder prescribing the qualifications for a
11 residential or assisted living facility administrator license, may endorse a
12 residential or assisted living facility administrator license issued by the
13 proper authorities of any other state upon payment of a fee and upon submis-
14 sion of evidence satisfactory to the board that such other state maintained a
15 system and standard of qualifications and examinations for a residential or
16 assisted living facility administrator license which were substantially equiv-
17 alent to those required in this state at the time such other license was
18 issued by such other state.
STATEMENT OF PURPOSE
RS 10491
This change corrects the improper use of the word
"reciprocal." "Reciprocity" has been misused in the
statute, as it usually requires written agreements between
states that agree to "reciprocate licenses." The board has
not been successful in locating states wishing to enter into
reciprocity agreements. The board grants licenses to those
licensed in other jurisdictions through endorsement,
which is a comparison of the relevant requirements for
licensure to insure compatibility with Idaho's requirements.
FISCAL IMPACT
There is no fiscal impact to the general fund or dedicated
funds.
