                                 BY STATE AFFAIRS COMMITTEE
                                                                        
  1                                   A JOINT MEMORIAL
  2    TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED  STATES  IN  CONGRESS
  3        ASSEMBLED,  AND  TO THE CONGRESSIONAL DELEGATION REPRESENTING THE STATE OF
  4        IDAHO IN THE CONGRESS OF THE UNITED STATES.
                                                                        
  5        We, your Memorialists, the House of Representatives and the Senate of  the
  6    State of Idaho assembled in the First Regular Session of the Fifty-sixth Idaho
  7    Legislature, do hereby respectfully represent that:
                                                                        
  8        WHEREAS,  the  Founding  Fathers,  through  deliberation  and  compromise,
  9    devised  the  Electoral  College  to answer the nation's need for an effective
 10    voting mechanism in the presidential selection process; and
 11        WHEREAS, the Electoral College, as provided for in the Constitution of the
 12    United States, provides for a proper system of  checks  and  balances  in  the
 13    election of presidents and vice presidents; and
 14        WHEREAS,  the Electoral College prevents any one region of the nation from
 15    dominating a presidential election; and
 16        WHEREAS, the Electoral College ensures that the interests of the voters of
 17    every state, including smaller and rural states, are represented in  a  presi-
 18    dential election; and
 19        WHEREAS,  the  Electoral  College ensures that the will of the majority is
 20    carried out while guaranteeing that the voices of this nation's minorities are
 21    heard; and
 22        WHEREAS, the Electoral College is based upon republican  principles  which
 23    provide the foundation for this nation's constitutional system; and
 24        WHEREAS, any attempt to modify the current Electoral College would jeopar-
 25    dize  a  secure  system which has been effective for over two hundred years in
 26    providing for a peaceful transition of presidential power.
 27        NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session
 28    of the Fifty-sixth Idaho Legislature, the House  of  Representatives  and  the
 29    Senate  concurring  therein, that no amendments or other modifications be made
 30    to the Electoral College system and that the Electoral College be continued in
 31    its present form for all future presidential elections.
 32        BE IT FURTHER RESOLVED that the Chief Clerk of the  House  of  Representa-
 33    tives  be, and she is hereby authorized and directed to forward a copy of this
 34    Memorial to the President of the Senate and the Speaker of the House of Repre-
 35    sentatives of Congress, and  the  congressional  delegation  representing  the
 36    State of Idaho in the Congress of the United States.

                      STATEMENT OF PURPOSE

The purpose of this memorial to the United States Congress is to
advise the Congress that this Great State of Idaho, its Governor,
and its Legislature strongly object to any efforts to put forth any
bill that would remove the Electoral College votes from the states
and the United States Constitution.
