1 AN ACT
2 RELATING TO SIZE OF VEHICLES AND LOADS; AMENDING SECTION 49-1010, IDAHO CODE,
3 TO INCREASE THE MAXIMUM LENGTH OF VEHICLE COMBINATIONS NOT IN EXCESS OF
4 FOUR VEHICLE UNITS IN CERTAIN INSTANCES.
5 Be It Enacted by the Legislature of the State of Idaho:
6 SECTION 1. That Section 49-1010, Idaho Code, be, and the same is hereby
7 amended to read as follows:
8 49-1010. SIZE OF VEHICLES AND LOADS. No vehicle shall exceed the dimen-
9 sions specified below, except that certain devices determined by the board as
10 necessary for the safe and efficient operation of motor vehicles, including
11 energy conservation devices, shall be excluded from the calculation of width
12 or length.
13 (1) The width of a vehicle, including any load thereon, except as noted
14 below, shall not exceed .......................................... 8 1/2 feet.
15 (a) The limitations as to size of vehicles stated in this section shall
16 not apply to farm tractors or to implements of husbandry, including any
17 load thereon, and including all equipment used in land leveling opera-
18 tions, when being incidentally operated upon the highway from one (1) farm
19 operation to another during daylight hours.
20 (b) Notwithstanding the exemption from width limitation for farm tractors
21 included in paragraph (a) of this subsection, the total outside width of
22 any farm tractor being transported on the interstate system in this state,
23 except as permitted by section 49-1004, Idaho Code, shall not exceed
24 .................................................................. 9 feet.
25 (c) A farm tractor or implement of husbandry, when being incidentally
26 transported upon the highway with a width in excess of the limits of para-
27 graphs (a) and (b) of this subsection, must not proceed at a speed in
28 excess of twenty-five (25) miles per hour, must display one (1) red or
29 fluorescent orange flag a minimum of twelve (12) by twelve (12) inches on
30 the outermost left projection of the tractor or implement being trans-
31 ported, except that the speed restriction of twenty-five (25) miles per
32 hour shall not apply when such tractor or implement of husbandry is being
33 hauled on legal width highway vehicles equipped as required by law.
34 (2) The height of a vehicle, including the load thereon, shall not exceed
35 ..................................................................... 14 feet.
36 (3) The length of a vehicle, or vehicle combination, except as noted
37 below shall not exceed:
38 (a) When a single motor vehicle ................................ 45 feet.
39 (b) When a trailer or semitrailer, except as noted below ....... 48 feet.
40 1. Semitrailers operating on routes determined by the board to have
41 severe curvature, deficient width and/or heavy traffic conditions
42 shall be limited to an overall combination length not to exceed
43 ............................................................ 65 feet.

1 2. The length of a trailer tongue, or the length of the tongue of a
2 converter gear used to convert a semitrailer to a trailer, shall be
3 excluded from the calculation of a trailer length.
4 3. Semitrailers operating on routes which are a part of the national
5 network as set forth in the Code of Federal Regulations, Title 23,
6 Part 658, on routes providing access between the national network and
7 terminals and facilities for food, fuel, repairs and rest which are
8 located within one (1) road mile of the national network and state
9 highways as set forth by policy and approved by the transportation
10 board shall not exceed a length of ......................... 53 feet.
11 (c) When a motor vehicle and one (1) or more trailers, except as noted in
12 subsections (3)(b), (3)(d) and (3)(e) of this section ........... 75 feet.
13 (d) When a combination of semitrailer and trailer, or of two (2) semi-

STATEMENT OF PURPOSE
RS 12594
The purpose of this legislation is to allow a longer overall
length (bumper to bumper) up to 115 feet for vehicle
configurations, such as triples and turnpike doubles to operate
on the routes that they are currently operating on by permit at
105 feet.
The reason for the increased overall length is that
companies are switching from cab-over tractors to conventional
tractors, which have longer wheelbases. This change increases
the overall length of the vehicle configurations and does not
allow them to stay within the current overall length requirement
of 105 feet.
This change, however, does not increase the length of the
cargo carrying units (95 feet), only the overall length. This
change would also put Idaho in greater harmony with our
neighboring states (Montana and Utah) that already allow the
operation of these configurations. This change does not violate
the Federal ISTEA Freeze of 1991 which governs lengths and
weights of vehicle configurations on the national network.
