FIREARMS, EXPLOSIVES AND OTHER DEADLY WEAPONS - Amends existing law relating to firearms, explosives and other deadly weapons to provide that a late renewal penalty for a license to carry a concealed weapon shall not apply to certain licensees serving in the Armed Forces of the United States.
