  1                               A CONCURRENT RESOLUTION
  2    STATING FINDINGS OF THE LEGISLATURE AND AUTHORIZING THE LEGISLATIVE COUNCIL TO
  3        APPOINT A COMMITTEE TO UNDERTAKE AND COMPLETE A STUDY OF NATURAL  RESOURCE
  4        ISSUES.
                                                                        
  5    Be It Resolved by the Legislature of the State of Idaho:
                                                                        
  6        WHEREAS,  the First Regular Session of the Fifty-seventh Idaho Legislature
  7    adopted Senate Concurrent Resolution No. 103 which authorized the  appointment
  8    of  a committee to undertake and complete a two-year study of natural resource
  9    issues, including issues relating to water, throughout the state of Idaho; and
 10        WHEREAS, during the course of the committee's term, aquifers in many areas
 11    of Idaho continued to suffer  long-term  declines,  threatening  the  economic
 12    well-being and creating legal conflicts and, based on associated concerns, the
 13    Second  Regular  Session of the Fifty-seventh Idaho Legislature, adopted House
 14    Concurrent Resolution No. 56, which authorized the expansion of the  committee
 15    for  the purpose of attempting to stabilize the water delivery system through-
 16    out the state of Idaho; and
 17        WHEREAS, the committee's official  term  expired  on  November  30,  2004.
 18    Numerous  water  and  other  natural  resource-related issues that will have a
 19    major impact upon the future of Idaho and the quality  of  life  our  citizens
 20    enjoy continue to be subjects that require ongoing legislative scrutiny.
 21        NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session
 22    of  the  Fifty-eighth  Idaho Legislature, the House of Representatives and the
 23    Senate concurring therein, that  the  Legislative  Council  is  authorized  to
 24    appoint  a  committee  to  undertake  and  complete a study of various natural
 25    resource issues. The committee shall consist of ten legislators with five from
 26    the Senate and five from the House of Representatives. The Legislative Council
 27    shall authorize the committee to receive input,  advice  and  assistance  from
 28    interested and affected parties who are not members of the Legislature.
 29        BE  IT FURTHER RESOLVED that the Legislative Council is authorized, in the
 30    event it deems necessary, to expand membership of the committee to continue to
 31    study and evaluate ways to stabilize the water distribution system in Idaho.
 32        BE IT FURTHER RESOLVED that the cochairmen of the committee are authorized
 33    to appoint advisors with technical expertise in the water supply arena and are
 34    expected to receive input from stakeholders in  the  water  rights  system  of
 35    Idaho to attempt to stabilize the water delivery system in this state.
 36        BE IT FURTHER RESOLVED that any advisors to the committee who are not leg-
 37    islative  members shall not be reimbursed from legislative funds for per diem,
 38    mileage or other expenses and shall not have voting privileges  regarding  the
 39    committee's recommendations and proposed legislation.
 40        BE  IT FURTHER RESOLVED that the committee shall make a progress report to
 41    the Second Regular Session of the Fifty-eighth  Idaho  Legislature  and  shall
 42    make  a  report  detailing its findings, recommendations and proposed legisla-
 43    tion, if any, to the First Regular Session of the Fifty-ninth  Idaho  Legisla-
 44    ture.

                       STATEMENT OF PURPOSE

                             RS 15181

This resolution would authorize the Legislative Council to
continue an interim committee to undertake and complete a study
of natural resource issues.



                           FISCAL NOTE

If this resolution is adopted by the Legislature and the
committee is continued by Legislative Council, any necessary
legislator travel and per diem expense would be paid from the
existing legislative appropriation to the Senate and the House of
Representatives.  Funding for staff support and expenses would be
provided from the existing appropriation to the Legislative
Council for the Legislative Services Office.  There would be no
additional impact upon the state general fund as a result of this
resolution.
