APPROPRIATIONS – DEPARTMENT OF HEALTH AND WELFARE – DIVISION OF WELFARE – Appropriates $170,016,400 to the Department of Health and Welfare for the Division of Welfare for fiscal year 2010; limits the number of full-time equivalent positions to 631.69; provides that the State Controller shall make transfers from the General Fund; directs that funds for trustee and benefit payments shall not be transferred; reappropriates funding for the cooperative welfare fund; directing appropriations from the Temporary Assistance for Needy Families Fund for Headstart Services; appropriates additional funding to the Department of Health and Welfare for fiscal year 2009; authorizes additional full-time equivalent positions; provides legislative intent on the personnel costs; directs salary reductions; directs the Department of Health and Welfare regarding education stipends for the Department of Health and Welfare employees; and allows for transfers between personnel costs and operating expenditures.
