Taught by Elizabeth Bowen, legal counsel in the Idaho Legislative Services Office (LSO), How to Read and Write Legislation is a two-hour seminar that will provide instruction on how to read bills – and how to write bills appropriate for introduction in the Idaho Legislature. Topics covered will include the legislative power, prohibited legislation, the canons of statutory construction (and why everyone should know them), legal requirements for bills, and technical and stylistic instruction for bill drafting. The seminar will conclude with a Q & A period, as well as tips for most effectively working with LSO when preparing legislation.
