 1                                        AN ACT
 2    RELATING TO HORSE RACING; AMENDING SECTION 54-2502, IDAHO CODE, TO ALPHABETIZE
 3        AND NUMBER DEFINITIONS AND TO DELETE THE REQUIREMENT THAT A RACING  JURIS-
 4        DICTION  BE  A  MEMBER OF THE ASSOCIATION OF RACING COMMISSIONERS INTERNA-
 5        TIONAL.

 6    Be It Enacted by the Legislature of the State of Idaho:

 7        SECTION 1.  That Section 54-2502, Idaho Code, be, and the same  is  hereby
 8    amended to read as follows:

 9        54-2502.  DEFINITIONS.  Unless  the  context otherwise requires, words and
10    phrases as used herein shall mean:
11         (1)  "Commission" means the  Idaho  state  racing  commission,
12    hereinafter created.
13         (2)  "Gross daily receipts" means the total of all sums deposited in
14    all pools for each race day.
15        (3)  "Horsemen's group" means an organization composed of licensed owners,
16    breeders, and/or trainers duly registered with the secretary of state and rec-
17    ognized  by the Idaho racing commission as the majority of the horsemen at the
18    track.
19        (4)   "Host facility" means the racetrack at which the race is  run,
20    or the facility which is designated as the host facility if the race is run in
21    a  jurisdiction which is not participating in the interstate combined wagering
22    pool.
23         (5)   "Host jurisdiction" means the jurisdiction in which  the
24    host facility is located.
25          (6)    "Interstate  common wagering pool" means a pari-mutuel
26    pool established in one (1) jurisdiction which  is  combined  with  comparable
27    pari-mutuel  pools  from  one  (1)  or more racing jurisdictions. Such pool is
28    established for the purpose of establishing  pay-off  prices  in  the  various
29    jurisdictions.
30          (7)   "Persons" means and includes individuals, firms, corpo-
31    rations and associations.
32         (8)  "Pool" means the total sum of all moneys wagered in  each  race
33    for  each type of bet. Types of bets include win, place, show, quinella, daily
34    double, exacta, trifecta, etc., and such other types as are  approved  by  the
35    commission from time to time. 
36          (9)    "Race meet" means and includes any exhibition of thor-
37    oughbred, purebred, and/or registered horse racing, mule racing or dog racing,
38    where the pari-mutuel system of wagering is used. Singular includes the plural
39    and plural includes the singular; and words  importing  one  gender  shall  be
40    regarded as including all other genders.
41          (10)  "Racing jurisdiction" or "jurisdiction" means a govern-
42    mental jurisdiction responsible for the regulation of  pari-mutuel  racing  in

 1    that  jurisdiction    and  which is a member of the association of racing
 2    commissioners international .

    Amendment to Idaho Code 54-2502 to clarify the definition of "Racing Jurisdiction."
    Membership in the racing commissioners international is no longer an element of the
                                      
    
    definition.
