H0630|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fourth Legislature Second Regular Session - 1998IN THE HOUSE OF REPRESENTATIVES HOUSE BILL NO. 630 BY RESOURCES AND CONSERVATION COMMITTEE 1 AN ACT 2 RELATING TO FISHING; AMENDING CHAPTER 4, TITLE 36, IDAHO CODE, BY THE ADDITION 3 OF A NEW SECTION 36-406A, IDAHO CODE, TO AUTHORIZE THE FISH AND GAME COM- 4 MISSION TO PROMULGATE RULES SPECIFYING SEASONS AND WATERS WHERE PERSONS 5 MAY APPLY FOR A VALIDATION TO BE PLACED ON THEIR FISHING LICENSE AUTHORIZ- 6 ING THE PERSON TO USE TWO POLES ON WATERS AND DURING SEASONS SPECIFIED BY 7 THE COMMISSION. 8 Be It Enacted by the Legislature of the State of Idaho: 9 SECTION 1. That Chapter 4, Title 36, Idaho Code, be, and the same is 10 hereby amended by the addition thereto of a NEW SECTION , to be 11 known and designated as Section 36-406A, Idaho Code, and to read as follows: 12 36-406A. TWO POLE VALIDATION. The commission is authorized to promulgate 13 rules specifying seasons and waters where a resident or nonresident may apply 14 for a validation to be placed on their fishing license authorizing the person 15 to use two (2) poles on waters that have been designated as "two pole" waters 16 by commission rule subject to payment of a seven dollar and fifty cent ($7.50) 17 fee. A person who has a validation may utilize two (2) poles to fish with dur- 18 ing the season so specified by commission rule and on the waters so specified 19 by commission rule. The fee imposed by this section shall be deposited in the 20 fish and game account.
STATEMENT OF PURPOSE
RS 07878
This bill would create a two fishing pole validation and
authorize the Fish and Game Commission to designate the applicable
waters and species. On certain waters and using certain fishing
techniques, the use of two fishing poles by one angler would not
be a threat to the wildlife resources of the state. Anglers who
want to utilize two fishing poles in the manner designated by the
Commission could acquire the validation for a fee of $7.50.
FISCAL NOTE
It is unknown exactly how many anglers would avail
themselves of this privilege. However, if 20,000 anglers
purchase this stamp, then it would raise an additional
$150,000.00 for the Fish and Game Fund.
