H0782|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fourth Legislature Second Regular Session - 1998IN THE HOUSE OF REPRESENTATIVES HOUSE BILL NO. 782 BY APPROPRIATIONS COMMITTEE 1 AN ACT 2 APPROPRIATING MONEYS FOR THE ENDOWMENT FUND INVESTMENT BOARD FOR FISCAL YEAR 3 1999; AND LIMITING THE NUMBER OF FULL-TIME EQUIVALENT POSITIONS. 4 Be It Enacted by the Legislature of the State of Idaho: 5 SECTION 1. There is hereby appropriated to the Office of the Governor for 6 the Endowment Fund Investment Board the following amounts, to be expended 7 according to designated standard classifications from the listed funds for the 8 period July 1, 1998, through June 30, 1999: 9 FOR FOR FOR 10 PERSONNEL OPERATING CAPITAL 11 COSTS EXPENDITURES OUTLAY TOTAL 12 ENDOWMENT FUND INVESTMENT BOARD: 13 FROM: 14 General Fund $218,100 $111,700 $2,200 $332,000 15 Miscellaneous 16 Revenue Fund 126,400 48,700 1,200 176,300 17 TOTAL $344,500 $160,400 $3,400 $508,300 18 SECTION 2. In accordance with Section 67-3519, Idaho Code, the Endowment 19 Fund Investment Board is authorized no more than five (5) full-time equivalent 20 positions at any point during the period July 1, 1998, through June 30, 1999, 21 for the program specified in Section 1 of this act, unless specifically autho- 22 rized by the Governor. The Joint Finance-Appropriations Committee will be 23 notified promptly of any increased positions so authorized.
STATEMENT OF PURPOSE
HB 782
This is the fiscal year 1999 appropriation for the Endowment Fund Investment Board, in
the Office of the Governor, in the amount of $508,300.

This is the fiscal year 1999 appropriation for the Endowment Fund Investment Board, in
the amount of $508,300. This budget removes $16,700 in one-time fiscal year 1998 money
from the fiscal year 1999 budget. This budget includes personnel cost rollups, a 2.6%
inflationary adjustment, and 5% Change in Employee Compensation (CEC). These adjustments
are the result of standard calculations. There is $3,400 in one-time money provided for
replacement items, and a $5,800 fund shift from dedicated/other funds to the General
Fund. This shift is the result of a requirement that the General Fund pay a
proportionate share of budgetary costs based on the percentage endowment make up of the
total assets invested by the board.
