- Appropriates $108,071,200 to the Department of Health and Welfare for
Self-reliance Programs for fiscal year 1999; authorizes the State
Controller to make transfers to the Cooperative Welfare Fund as requested
and approved; reappropriates unexpended and unencumbered fund balances of
the Cooperative Welfare Fund for nonrecurring expenditures; and authorizes
expenditure of all receipts collected as noncognizable funds.

 1                                        AN ACT
 2    APPROPRIATING MONEYS TO THE DEPARTMENT OF HEALTH AND  WELFARE  FOR  THE  SELF-
 3        RELIANCE  PROGRAMS FOR FISCAL YEAR 1999; PROVIDING THAT THE STATE CONTROL-
 4        LER SHALL MAKE TRANSFERS FROM THE GENERAL  FUND;  REAPPROPRIATING  CERTAIN
 5        UNEXPENDED AND UNENCUMBERED BALANCES OF MONEYS; AND AUTHORIZING THE EXPEN-
 6        DITURE OF ALL RECEIPTS COLLECTED.

 7    Be It Enacted by the Legislature of the State of Idaho:

 8        SECTION  1.  There  is hereby appropriated to the Department of Health and
 9    Welfare for the Self-Reliance Programs,  the following amounts to be  expended
10    according  to  the  designated  expense  classes from the listed funds for the
11    period July 1, 1998, through June 30, 1999:

27        SECTION 2.  As appropriated, the State Controller shall make transfers  of
28    the  General  Fund to the Cooperative Welfare Fund, periodically, as requested
29    by the Director of the Department of Health and Welfare and  approved  by  the
30    Board of Examiners.

31        SECTION 3.  There is hereby reappropriated to the Department of Health and
32    Welfare  for  the  Self-Reliance Programs any unexpended and unencumbered bal-
33    ances of the Cooperative Welfare Fund, as appropriated for  the  Self-Reliance
34    Programs  for  fiscal year 1998, to be used for nonrecurring expenditures only
35    for the period July 1, 1998, through June 30, 1999. The reappropriation  shall
36    be computed by the Department of Health and Welfare from available moneys.

37        SECTION  4.  Notwithstanding  the  provisions of Section 67-3516(2), Idaho
38    Code, the Department of Health and Welfare for the Self-Reliance  Programs  is
39    hereby  authorized  to expend all receipts collected in the Self-Reliance Pro-
40    grams as noncognizable funds for the period July 1,  1998,  through  June  30,
41    1999.
