APPROPRIATIONS - HEALTH EDUCATION PROGRAMS - STATE BOARD OF EDUCATION -
Appropriates $6,140,900 to the State Board of Education and the Board of
Regents of the University of Idaho for Health Education Programs including,
WOI Veterinary Education Program, WWAMI Medical Education Program, Idaho
Dental Education Program, WICHE and University of Utah Medical Education
Program and the Family Practice Residency Program for fiscal year 1999;
limits the number of full-time equivalent positions to 19.55; and
reappropriates any unexpended and unencumbered fund balances for
nonrecurring expenditures.

 1                                        AN ACT
 2    APPROPRIATING MONEYS FOR THE HEALTH EDUCATION PROGRAMS FOR FISCAL  YEAR  1999;
 3        LIMITING  THE  NUMBER  OF  FULL-TIME EQUIVALENT POSITIONS; REAPPROPRIATING
 4        CERTAIN UNEXPENDED AND UNENCUMBERED BALANCES FOR  THE  SEVERAL  DESIGNATED
 5        PROGRAMS; AND SETTING FORTH CONDITIONS FOR THE REAPPROPRIATION.

 6    Be It Enacted by the Legislature of the State of Idaho:

 7        SECTION  1.  There  is  hereby appropriated to the Board of Regents of the
 8    University of Idaho and the State Board of Education the following amounts, to
 9    be expended for the designated programs according to the  designated  standard
10    classifications  from  the  listed  funds for the period July 1, 1998, through
11    June 30, 1999:

 7        SECTION 2.  In accordance with Section 67-3519, Idaho Code, the agency  is
 8    authorized  no  more than nineteen and fifty-five hundredths (19.55) full-time
 9    equivalent positions at any point during the period July 1, 1998, through June
10    30, 1999, for the programs specified in Section 1 of this act, unless specifi-
11    cally authorized by the Governor. The Joint  Finance-Appropriations  Committee
12    will be notified promptly of any increased positions so authorized.

13        SECTION  3.  There is hereby reappropriated to the Board of Regents of the
14    University of Idaho and to the State Board of Education for the WOI Veterinary
15    Education Program, WWAMI Medical Education Program, IDEP Dental Education Pro-
16    gram, WICHE and University of Utah Medical Education Program, and Family Prac-
17    tice Residencies Program the unexpended and unencumbered balance of any appro-
18    priation made to each respective program under Section 1, Chapter 333, Laws of
19    1997, for each respective program to be used for nonrecurring expenditures for
20    the period July 1, 1998, through June 30, 1999.

21        SECTION 4.  The reappropriation for the General Fund granted in Section  3
22    of this act shall be subject to the following provisions:
23        (1)  If  the  unexpended  and  unencumbered balance in the General Fund on
24    June 30, 1998, is zero, the reappropriation for the General Fund in Section  3
25    of this act is hereby declared to be null and void.
26        (2)  If  the  unexpended  and  unencumbered balance in the General Fund on
27    June 30, 1998, is greater than zero but less than the total General  Fund  re-
28    appropriation authority granted to all state agencies, the amounts reappropri-
29    ated in Section 3 of this act shall be in the proportion that the reappropria-
30    tion  for each respective program bears to the total General Fund reappropria-
31    tion authority granted to all state agencies.

                                        STATEMENT OF PURPOSE

This is the FY 1999 appropriation for the Health Education Programs which include:
Washington-Oregon-Idaho Veterinary Education Program (WOI),
Washington-Wyoming-Alaska-Montana-Idaho Medical Education Program (WWAMI), Idaho Dental
Education Program (IDEP), Western Interstate Commission for Higher Education (WICHE),
University of Utah Medical Education Program, and the Family Practice Residency Program.
