Court for fiscal year 1999; appropriates $430,200 to the Guardian Ad Litem

of the Chief Justice to defray expenses relating to the discharge of the
Supreme Court Justices' official duties and $1,500 to defray expenses

H0823|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fourth Legislature Second Regular Session - 1998IN THE HOUSE OF REPRESENTATIVES HOUSE BILL NO. 823 BY APPROPRIATIONS COMMITTEE 1 AN ACT 2 APPROPRIATING MONEYS TO THE SUPREME COURT FOR FISCAL YEAR 1999; APPROPRIATING 3 MONEYS FROM THE GENERAL FUND TO THE GUARDIAN AD LITEM FUND; EXPRESSING 4 LEGISLATIVE INTENT WITH RESPECT TO CERTAIN EXPENDITURES; EXPRESSING LEGIS- 5 LATIVE INTENT SUPPORTING RECOMMENDATIONS OF IDAHO CASA ASSOCIATION. 6 Be It Enacted by the Legislature of the State of Idaho: 7 SECTION 1. There is hereby appropriated to the Supreme Court, the follow- 8 ing amounts, to be expended from the listed funds for the period July 1, 1998, 9 through June 30, 1999: 10 FROM: 11 General Fund $20,930,200 12 Guardian Ad Litem Fund 443,400 13 ISTARS Technology Fund 1,812,100 14 Federal Grant Fund 157,600 15 Miscellaneous Revenue Fund 305,000 16 TOTAL $23,648,300 17 SECTION 2. There is hereby appropriated $430,200 from the General Fund to 18 be deposited in the Guardian Ad Litem Fund for the period July 1, 1998, 19 through June 30, 1999. 20 SECTION 3. It is legislative intent that of the amount appropriated in 21 Section 1 of this act, an amount not to exceed $5,000 may be used at the dis- 22 cretion of the Chief Justice, to assist in defraying expenses relating to or 23 resulting from the discharge of the Supreme Court Justices' official duties 24 and the official duties of the Supreme Court. Further, it is legislative 25 intent that an amount, not to exceed $1,500 of the amount appropriated in Sec- 26 tion 1 of this act, may be used at the discretion of the Chief Judge of the 27 Court of Appeals to assist in defraying expenses relating to or resulting from 28 the discharge of the Court of Appeals Judges' official duties and the official 29 duties of the Court of Appeals. Such moneys shall be accounted for according 30 to the provisions of Chapter 36, Title 67, Idaho Code, and Section 67-3516, 31 Idaho Code. 32 SECTION 4. It is legislative intent that in order to avoid the appearance 33 of a conflict of interest, the Joint Finance-Appropriations Committee supports 34 the recommendation of the Idaho CASA Association that program governing boards 35 not have as members any known potential parties to a child protection matter.
STATEMENT OF PURPOSE
HB 823
This is the fiscal year 1999 appropriation bill for the Judicial Branch. The Judicial
Branch includes the Idaho Supreme Court, Court of Appeals, District Courts, Magistrate
Division, Law Library, Judicial Council, Snake River Adjudication, and the Guardian Ad
Litem program.
