                             SENATE BILL NO. 1311, As Amended

                               BY TRANSPORTATION COMMITTEE

 1                                        AN ACT
 2    RELATING TO RECREATIONAL ACTIVITIES AND SNOWMOBILES; AMENDING SECTION 67-7104,
 3        IDAHO CODE, TO REQUIRE A NONRESIDENT OWNER TO OBTAIN AN IDAHO REGISTRATION
 4        NUMBER IF IDAHO RESIDENTS ARE REQUIRED TO REGISTER IN THE  RESIDENT  STATE
 5        OR PROVINCE OF THE NONRESIDENT OWNER.

 6    Be It Enacted by the Legislature of the State of Idaho:

 7        SECTION  1.  That  Section 67-7104, Idaho Code, be, and the same is hereby
 8    amended to read as follows:

 9        67-7104.  NONRESIDENT. The provisions of this chapter shall not apply to a
10    nonresident , noncommercial  owner who has a  snowmobile  which  is
11    currently  numbered  or licensed by his resident state  or province, pro-
12    vided that the resident state or province does not charge a  snowmobiling  fee
13    to  Idaho  residents  .  If  a nonresident operates a snowmobile in this
14    state for a period in excess of fifteen (15) consecutive days, the owner shall
15    be liable for and shall pay to the director or his agent the fee  as  provided
16    in section 67-7103, Idaho Code.

                           STATEMENT OF PURPOSE

    The purpose of this legislation is to assure that 
    non-resident snowmobilers assume their share of the 
    financial burden of the plowing parking lots, maintenance of 
    facilities and the operation of snowmobile trail groomers.
    
                               FISCAL NOTE
    
    This legislation will have no impact on the General Fund; 
    funds made available for the purposes of the bill are from
