 1                                        AN ACT
 2    APPROPRIATING ADDITIONAL MONEYS TO THE DEPARTMENT OF  LANDS  FOR  FISCAL  YEAR
 3        1998;  PROVIDING  TRANSFERS TO THE PEST CONTROL DEFICIENCY FUND; PROVIDING
 4        TRANSFERS TO THE FIRE SUPPRESSION DEFICIENCY FUND; AND DECLARING AN  EMER-
 5        GENCY.

 6    Be It Enacted by the Legislature of the State of Idaho:

 7        SECTION  1.  In  addition  to the appropriation made in Section 1, Chapter
 8    335, Laws of 1997, there is hereby appropriated to the Department of Lands the
 9    following amounts to be expended for the designated programs according to  the
10    designated  standard classifications from the listed funds for the period July
11    1, 1997, through June 30, 1998:

27        SECTION 2.  The State Controller shall make cash transfers from  the  Gen-
28    eral  Fund to the Pest Control Deficiency Fund, at the request of the Director
29    of the Department of Lands, not to exceed $45,000 as appropriated in Section 1
30    of this act for Forest Resources Management.

31        SECTION 3.  The State Controller shall make cash transfers from  the  Gen-
32    eral  Fund  to  the  Fire  Suppression  Deficiency Fund, at the request of the
33    Director of the Department of Lands, not to exceed  $150,000  as  appropriated
34    from  the General Fund in Section 1 of this act for Forest and Range Fire Pro-
35    tection.

36        SECTION 4.  An emergency existing  therefor,  which  emergency  is  hereby
37    declared to exist, this act shall be in full force and effect on and after its
38    passage and approval.

This bill provides additional fiscal year 1998 funding in the amount of $195,000 from the General Fund
 and $760,000 from the Fire Suppression Deficiency Fund for the Department of Lands.

Idaho Code 38-602 provides the state board of land commissioners the authority to issue deficiency
warrants against the General Fund for up to $250,000 to suppress and eradicate forest insects, pests
or diseases on forest lands.  Section 1 provides $45,000 to reimburse deficiency warrants issued for
the gypsy moth monitoring program.

Funding of $150,000 in General Funds and $760,000 spending authority from dedicated reimbursement
funds are provided for the costs of the 1997 fire season.

Note:  Reappropriation reflects funding provided in previous years and carried over into FY 1998 for
Triumph Mine cleanup.
