S1328|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fourth Legislature Second Regular Session - 1998IN THE SENATE SENATE BILL NO. 1328 BY FINANCE COMMITTEE 1 AN ACT 2 APPROPRIATING ADDITIONAL MONEYS TO THE DEPARTMENT OF AGRICULTURE FOR FISCAL 3 YEAR 1998; PROVIDING TRANSFERS TO THE PEST CONTROL DEFICIENCY FUND; AND 4 DECLARING AN EMERGENCY. 5 Be It Enacted by the Legislature of the State of Idaho: 6 SECTION 1. In addition to the appropriation made in Section 1, Chapter 7 337, Laws of 1997, there is hereby appropriated to the Department of Agricul- 8 ture the following amounts to be expended for the Plant Industries Program 9 according to the designated standard classifications from the listed fund for 10 the period July 1, 1997, through June 30, 1998: 11 FOR FOR 12 PERSONNEL OPERATING 13 COSTS EXPENDITURES TOTAL 14 FROM: 15 General Fund $47,900 $21,200 $69,100 16 SECTION 2. The State Controller shall make cash transfers from the Gen- 17 eral Fund to the Pest Control Deficiency Fund, at the request of the Director 18 of the Department of Agriculture, not to exceed $69,100 as appropriated in 19 Section 1 of this act for Plant Industries. 20 SECTION 3. An emergency existing therefor, which emergency is hereby 21 declared to exist, this act shall be in full force and effect on and after its 22 passage and approval.
STATEMENT OF PURPOSE
SB 1328
This bill provides $69,100 additional fiscal year 1998 funding for the Department of Agriculture for
pest control.

Idaho Code 22-2108 provides that the state board of examiners may issue deficiency warrants (up to
$500,000) against the General Fund, on behalf of the Department of Agriculture, to suppress
agricultural pests on state and private lands. The actual 1997 costs for pest survey and eradication
were $69,100.
