Statement of Purpose / Fiscal Impact

    STATEMENT OF PURPOSE
    RS07316C1
Prior informal interpretations of Idaho Code Section 67-5761, by the Department of
Administration's deputy attorney general have concluded that self-insurance by the State
of group health, hospital, surgical, medical and health care services insurance coverage is
not permitted. Amendment of Idaho Code Section 67-5761 is needed to:
Clearly establish that the Director of the Department of Administration has the
authority to self-insure such group coverage if it is cost effective to do so; and
Provide the Director flexibility to determine to self-insure group coverage.

    FISCAL IMPACT
None. No fiscal impact unless the option were exercised.
