                           STATEMENT OF PURPOSE

                                  RS07937

This legislation provides for a uniform standard for
designating private highways. Public highways are required
to be identified with a sign having white letters on a green
background in accordance with the Manual on Uniform Traffic
Control Devices (MUTCD). Many counties in Idaho now require
private highways to be posted with signs using white letters
on a blue background, which corresponds to
informational-type signs prescribed in the MUTCD, which is
about as close as anything for the private sector. The
private highway (road) sign distinguishes a privately
maintained highway from one that is serviced and maintained
by a governmental highway identification of a highway for
emergency services, whether it be government or private.
