S1538|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fourth Legislature Second Regular Session - 1998IN THE SENATE SENATE BILL NO. 1538 BY FINANCE COMMITTEE 1 AN ACT 2 APPROPRIATING MONEYS FOR THE STATE LIQUOR DISPENSARY FOR FISCAL YEAR 1999; AND 3 LIMITING THE NUMBER OF FULL-TIME EQUIVALENT POSITIONS. 4 Be It Enacted by the Legislature of the State of Idaho: 5 SECTION 1. There is hereby appropriated to the Office of the Governor for 6 the State Liquor Dispensary the following amounts, to be expended according to 7 designated standard classifications from the listed fund for the period July 8 1, 1998, through June 30, 1999: 9 FOR: 10 Personnel Costs $5,647,000 11 Operating Expenditures 2,324,500 12 Capital Outlay 808,100 13 TOTAL $8,779,600 14 FROM: 15 Liquor Control Fund $8,779,600 16 SECTION 2. In accordance with Section 67-3519, Idaho Code, the State 17 Liquor Dispensary is authorized no more than one hundred thirty-eight (138) 18 full-time equivalent positions at any point during the period July 1, 1998, 19 through June 30, 1999, for the program specified in Section 1 of this act, 20 unless specifically authorized by the Governor. The Joint Finance- 21 Appropriations Committee will be notified promptly of any increased positions 22 so authorized.

This is the fiscal year 1999 appropriation for the State Liquor Dispensary, in the Office
of the Governor, in the amount of $8,779,600.

This is the fiscal year 1999 appropriation for the State Liquor Dispensary, in the amount
of $8,779,600. This budget removes $163,000 in one-time fiscal year 1998 money from the
fiscal year 1999 budget. This budget includes personnel cost rollups, and a 5% Change
in Employee Compensation (CEC). These adjustments are the result of standard
calculations. There is also $451,700 provided for replacement items, and $94,600 to
annualize the cost of the Dispensary's new warehouse over a full fiscal year. A fund
shift of $356,400 moves money from operating expenditures to capital outlay in order to
make lease payments on the new warehouse, which is under a lease purchase agreement.
