$4,349,500 to the State Board of Education and the Board of Regents of the
University of Idaho for Special Programs, including Forest Utilization
Research Program, Idaho Geological Survey Program, Scholarships and Grants
Program, Idaho Museum of Natural History, Idaho Small Business Development
Centers, and the Idaho Council on Economic Education for fiscal year 1999;
limits the number of full-time equivalent positions to 25.44; and
reappropriates unexpended and unencumbered balance to be used for
nonrecurring expenditures.

S1544|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fourth Legislature Second Regular Session - 1998IN THE SENATE SENATE BILL NO. 1544 BY FINANCE COMMITTEE 1 AN ACT 2 APPROPRIATING MONEYS FOR SPECIAL PROGRAMS FOR FISCAL YEAR 1999; LIMITING THE 3 NUMBER OF FULL-TIME EQUIVALENT POSITIONS; REAPPROPRIATING ANY UNEXPENDED 4 AND UNENCUMBERED GENERAL FUND BALANCES FOR THE DESIGNATED PROGRAMS; AND 5 SETTING FORTH CONDITIONS FOR THE REAPPROPRIATION. 6 Be It Enacted by the Legislature of the State of Idaho: 7 SECTION 1. In accordance with Section 67-3519, Idaho Code, the agency is 2 1 authorized no more than twenty-five and forty-four hundredths (25.44) full- 2 time equivalent positions at any point during the period July 1, 1998, through 3 June 30, 1999, for the programs specified in Section 1 of this act, unless 4 specifically authorized by the Governor. The Joint Finance-Appropriations Com- 5 mittee will be notified promptly of any increased positions so authorized. 6 SECTION 3. There is hereby reappropriated to the Board of Regents of the 7 University of Idaho and to the State Board of Education for the Forest Utili- 8 zation Research Program, Idaho Geological Survey Program, Scholarships and 9 Grants Program, Idaho Museum of Natural History, Idaho Small Business Develop- 10 ment Centers, and Idaho Council on Economic Education, the unexpended and 11 unencumbered balance of any General Fund appropriation made to each respective 12 program under Section 1, Chapter 332, Laws of 1997, for each respective pro- 13 gram to be used for nonrecurring expenditures for the period July 1, 1998, 14 through June 30, 1999. 15 SECTION 4. The reappropriation granted in Section 3 of this act shall be 16 subject to the following conditions: 17 (1) If the unexpended and unencumbered balance in the General Fund on 18 June 30, 1998, is zero, the reappropriation in Section 3 is declared to be 19 null and void. 20 (2) If the unexpended and unencumbered balance in the General Fund on 21 June 30, 1998, is greater than zero but less than the total reappropriation 22 authority granted to all state agencies, the amounts reappropriated in Section 23 3 shall be in the proportion that the reappropriation for each respective pro- 24 gram bears to the total General Fund reappropriation authority granted to all 25 state agencies.
STATEMENT OF PURPOSE
SB 1544
This is the FY 1999 appropriation for the Special Programs under the State Board of
Education. The programs included are: Forest Utilization Research (FUR), Idaho
Geological Survey (IGS), Scholarships and Grants, Idaho Museum of Natural History, Idaho
Small Business Development Centers, and Idaho Council on Economic Education.
