Appropriates $25,798,800 to the Board of Regents of the University of Idaho

fiscal year 1999; reappropriates unexpended and unencumbered fund balances
for nonrecurring expenditures for fiscal year 1999; and provides

S1545|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fourth Legislature Second Regular Session - 1998IN THE SENATE SENATE BILL NO. 1545 BY FINANCE COMMITTEE 1 AN ACT 2 APPROPRIATING MONEYS FOR THE AGRICULTURAL RESEARCH AND COOPERATIVE EXTENSION 3 SERVICE FOR FISCAL YEAR 1999; REAPPROPRIATING ANY UNEXPENDED AND UNENCUM- 4 BERED BALANCES; SETTING FORTH CONDITIONS FOR THE REAPPROPRIATION; AND 5 EXPRESSING LEGISLATIVE INTENT WITH RESPECT TO CERTAIN EXPENDITURES. 6 Be It Enacted by the Legislature of the State of Idaho: 7 SECTION 1. There is hereby appropriated to the Board of Regents of the 8 University of Idaho for the Agricultural Research and Cooperative Extension 9 Service Program the following amounts from the listed funds for the period 10 July 1, 1998, through June 30, 1999: 11 FROM: 12 General Fund $21,097,000 13 Equine Education Fund 135,000 14 Federal Grant Fund 4,384,900 15 Miscellaneous Revenue Fund 181,900 16 TOTAL $25,798,800 17 SECTION 2. There is hereby reappropriated to the Board of Regents of the 18 University of Idaho for the Agricultural Research and Cooperative Extension 19 Service, subject to the provisions of Section 3 of this act, the unexpended 20 and unencumbered balance of any appropriation contained in Section 1, Chapter 21 141, Laws of 1997, to be used for nonrecurring expenditures for the period 22 July 1, 1998, through June 30, 1999. 23 SECTION 3. The reappropriation for the General Fund granted in Section 2 24 of this act shall be subject to the following provisions: 25 (1) If the unexpended and unencumbered balance in the General Fund on 26 June 30, 1998, is zero, the reappropriation for the General Fund in Section 2 27 is hereby declared to be null and void. 28 (2) If the unexpended and unencumbered balance in the General Fund on 29 June 30, 1998, is greater than zero but less than the total General Fund re- 30 appropriation authority granted to all state agencies, the amount reappropri- 31 ated in Section 2 of this act shall be in the proportion that the reappropria- 32 tion for the Agricultural Research and Cooperative Extension Service bears to 33 the total General Fund reappropriation authority granted to all state agen- 34 cies. 35 SECTION 4. Of the appropriation made from the General Fund in Section 1 36 of this act, it is legislative intent that $86,000 be used, together with 37 industry support, as follows: $13,000 for one (1) dairy science position in 38 the College of Agriculture's Animal and Veterinary Science Department; and 39 $73,000 for one (1) wheat research support position and one (1) potato 40 research support position at the Aberdeen Research and Extension Center.
