 1                                        AN ACT
 2    EXPRESSING LEGISLATIVE INTENT; APPROPRIATING MONEYS TO THE DIVISION OF  BUILD-
 3        ING  SAFETY  FOR  FISCAL  YEAR  1999; AND LIMITING THE NUMBER OF FULL-TIME
 4        EQUIVALENT POSITIONS.

 5    Be It Enacted by the Legislature of the State of Idaho:

 6        SECTION 1.  It is legislative intent that the expenditures for  the  Divi-
 7    sion  of  Building  Safety  in  the  Department of Self-Governing Agencies not
 8    exceed the following amount for the period July  1,  1998,  through  June  30,

24        SECTION  3.  In  accordance with Section 67-3519, Idaho Code, the Division
25    of Building Safety in the Department of Self-Governing Agencies is  authorized
26    no more than one hundred one (101) full-time equivalent positions at any point
27    during the period July 1, 1998, through June 30, 1999, for the programs speci-
28    fied in Section 2 of this act, unless specifically authorized by the Governor.
29    The  Joint  Finance-Appropriations  Committee will be notified promptly of any
30    increased positions so authorized.

                                               SB 1554

This is the fiscal year 1999 appropriation for the Division of Building Safety in the
amount of $6,790,600.  The Division of Building Safety is located in the Department of
Self-Governing Agencies.

COMMENTS:

This is the fiscal year 1999 appropriation for the Division of Building Safety in the
amount of $6,790,600.

The Division of Building Safety is located in the Department of Self-Governing Agencies. 
It performs most of the activities of the former Department of Labor & Industrial
Services, which was dismantled by the 1996 Legislature.  It is comprised of two programs: 
Administration and Building Safety.  Ninety-eight percent of its funding comes from
dedicated or other funds.  The remainder comes from a small federal grant.  The Division
of Building Safety receives no General Fund money.

This appropriation includes fully funded personnel cost increases to cover higher
employer-paid benefit costs, a 2.6% inflationary increase for operating expenses, and a
5% change in employee compensation (CEC) for merit based pay increases with an emphasis
on moving deserving employees to the policy pay level.  Funding is also provided in the
Maintenance area for replacement items, including 18 vehicles, and non-standard
adjustments.

A single enhancement was funded.  It provides $125,000 to allow the Plumbing Bureau to
hire contract inspectors and clerical support.
