 1                                        AN ACT
 2    APPROPRIATING MONEYS TO THE OFFICE OF THE GOVERNOR FOR THE HUMAN  RIGHTS  COM-
 3        MISSION FOR FISCAL YEAR 1999; AND LIMITING THE NUMBER OF FULL-TIME EQUIVA-
 4        LENT POSITIONS.

 5    Be It Enacted by the Legislature of the State of Idaho:

 6        SECTION 1.  There is hereby appropriated to the Office of the Governor for
 7    the Human Rights Commission the following amounts, to be expended according to
 8    the  designated standard classifications from the listed funds, for the period
 9    July 1, 1998, through June 30, 1999:

19        SECTION 2.  In accordance with Section  67-3519,  Idaho  Code,  the  Human
20    Rights  Commission  is  authorized  no more than ten (10) full-time equivalent
21    positions at any point during the period July 1, 1998, through June 30,  1999,
22    for the program specified in Section 1 of this act, unless specifically autho-
23    rized  by  the  Governor.  The  Joint Finance-Appropriations Committee will be
24    notified promptly of any increased positions so authorized.

This is the fiscal year 1999 appropriation to the Office of the Governor, for the Human
Rights Commission, in the amount of $699,000.

This fiscal year 1999 appropriation to the Human Rights Commission total $699,000.
Expenditure Adjustments reduces federal funds by $3,200 to reflect actual federal funding 
levels.  Base Adjustments remove one-time fiscal year 1998 dollars from the fiscal year
1999 budget.  Program maintenance items include standard personnel cost rollups, 2.6%
inflation, and 5% Change in Employee Compensation (CEC).  There is $14,300 provided for
Replacement Items.  Non-Standard Adjustments include a reduction of $4,400 in Attorney
General fees, and an increase of $800 in State Controller fees.  The annualization funds
the fiscal year 1999 portion of the fiscal year 1998 supplemental.  The Fund Shift uses
General Fund money to replace $15,000 in federal funds that the Commission no longer
expects to receive.  This budget funds three enhancements.  The first provides $24,200 in 
ongoing General Fund money for the Commission to upgrade two part-time, group positions
to a full-time FTP.  The second provides $3,000 in one-time General Fund money for the
Commission to install voice mail for its staff.  The third provides $3,000 in ongoing
General Fund money to pay for the travel costs of the representative the Governor would
like to send to meetings of the Northwest Coalition on Malicious Harrassment.
