In accordance with Section 67-3519, Idaho Code, the Commission 29 for the Blind and Visually Impaired is authorized no more than forty-one (41) 30 full-time equivalent positions at any point during the period July 1, 1998, 31 through June 30, 1999, for the program specified in Section 1 of this act, 32 unless specifically authorized by the Governor. The Joint Finance- 33 Appropriations Committee will be notified promptly of any increased positions 34 so authorized.

This is the fiscal year 1999 appropriation to the Office of the Governor for the
Commission for the Blind & Visually Impaired, in the amount of $3,439,700.

This fiscal year 1999 appropriation to the Commission for the Blind & Visually Impaired
totals $3,439,700. Base Adjustments remove one-time fiscal year 1998 dollars from the
fiscal year 1999 budget. The budget includes standard personnel cost rollups, 2.6%
general inflation, 3.8% medical inflation, and 5% Change in Employee Compensation (CEC).
There is $75,500 for Replacement Items, and $3,600 for a State Controller fee increase.
This appropriation funds two enhancements. The first provides $15,000 in ongoing
dedicated fund spending authority for the Commission's Business Enterprise Program, which
expects additional revenues in fiscal year 1999. The second provides $10,000 in ongoing
General Fund money and $26,000 in ongoing federal funds for the Commission to meet its
committment to fund a portion of the State Independent Living Council budget.
