                STATEMENT OF PURPOSE
                     RS 09603C4

Current federal regulations prohibit persons convicted of a felony involving a
controlled substance from receiving full benefits under section 115 of the Personal
Responsibility and Work Opportunity Reconciliation Act of lJ96, P.L. 104-193.
The purpose of this legislation is to exercise a state's option of reversing or
"opting out" of that restriction. Qualified felons would be eligible for benefits if
they comply with the terms of a withheld judgement, probation, or parole.

                     FISCAL NOTE

There is no impact to the General Fund since benefits or payments for this small
number of clients are funded with TANF (Temporary Assistance to Needy
Families), block grants and USDA (U.S. Dept. of Agriculture) grant for food
     stamps.
