  1                                        AN ACT
  2    APPROPRIATING ADDITIONAL MONEYS TO THE DEPARTMENT OF FISH AND GAME FOR  FISCAL
  3        YEAR  2001;  AUTHORIZING A FULL-TIME POSITION; AND PROVIDING DUTIES OF THE
  4        STATE CONTROLLER REGARDING THE WINTER FEEDING AND HABITAT IMPROVEMENT PRO-
  5        GRAM.
                                                                        
  6    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  7        SECTION 1.  In addition to the  appropriations  in  House  Bill  No.  766,
  8    enacted  by  the  Second Regular Session of the Fifty-fifth Idaho Legislature,
  9    there is hereby appropriated to the Department of Fish and Game the  following
 10    amounts,  to  be  expended for the designated programs according to the desig-
 11    nated expense classes from the listed funds  for  the  period  July  1,  2000,
 12    through June 30, 2001:

 17        SECTION  2.  In  addition to the full-time equivalent positions authorized
 18    in House  Bill  No.  766,  enacted  by  the  Second  Regular  Session  of  the
 19    Fifty-fifth  Idaho  Legislature, there is hereby authorized one (1) additional
 20    full-time equivalent position for the Department of  Fish  and  Game  for  the
 21    period July 1, 2000, through June 30, 2001.
                                                                        
 22        SECTION  3.  Pursuant to House Bill No. 699, enacted by the Second Regular
 23    Session of the Fifty-fifth Idaho Legislature,  which  eliminated  a  set-aside
 24    fund  for  the  Upland  Game  and  Waterfowl programs, the State Controller is
 25    hereby directed to reduce the appropriation for operating expenditures in  the
 26    Winter  Feeding  and  Habitat  Improvement Program from the Fish and Game Set-
 27    aside Fund in the amount of $600,000 and increase the appropriation for  oper-
 28    ating  expenditures in the Winter Feeding and Habitat Improvement Program from
 29    the Fish and Game Fund in the amount of $600,000.

Statement of Purpose

This bill is the appropriation for the Department of Fish and Game that provides spending authority for the additional receipts that will be generated by HB 699, which increased various fish and game license and tag fees. There is also an additional federally funded position in this bill, which is unrelated to the fee increase, for a three year wildlife study at Dworshak Reservoir.

Fiscal Note

Overall, the bill appropriates $3,804,400 of which $3,093,000 is Fish and Game license monies and $710,700 is for federal funds.
