support of the agreements made at the Idaho-Canada Summit; to request the
United States Congress and the United States Trade Representative to urge
the government of Canada to remove the prohibition on bulk shipment of
potatoes between the United States and Canada; and to recognize that United
States Department of Agriculture Marketing Orders should be considered as a

  2    TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED  STATES  IN  CONGRESS
  3        ASSEMBLED,  AND  TO THE CONGRESSIONAL DELEGATION REPRESENTING THE STATE OF
  4        IDAHO IN THE CONGRESS OF THE UNITED STATES.
                                                                        
  5        We, your Memorialists, the House of Representatives and the Senate of  the
  6    State  of  Idaho  assembled  in  the Second Regular Session of the Fifty-fifth
  7    Idaho Legislature, do hereby respectfully represent that:
                                                                        
  8        WHEREAS, on January 19 and 20, 2000, an agricultural summit  was  held  in
  9    Boise,  Idaho,  involving  representatives  from the governments of the United
 10    States and Canada, the provinces of Alberta, Manitoba  and  Saskatchewan,  and
 11    the  states of Idaho, Oregon, Washington and Montana, and representatives from
 12    the beef and potato industries of those provinces and states;
 13        WHEREAS, through discussions, the exchange of  information  and  briefings
 14    from  government,  industry and university personnel, a dialogue was initiated
 15    and consensus reached in certain areas of mutual concern;
 16        WHEREAS, both the Alberta and Idaho conference attendees agreed that  they
 17    would  communicate points of agreement to their national governments through a
 18    formal communication, which this memorial embodies and constitutes.
 19        NOW, THEREFORE, BE IT RESOLVED by the members of the Second  Regular  Ses-
 20    sion  of  the  Fifty-fifth Idaho Legislature, the House of Representatives and
 21    the Senate concurring therein, that we support  the  agreements  made  at  the
 22    Idaho-Canada Summit, and urge the United States Congress and the United States
 23    trade  representative  to urge the government of Canada to remove the prohibi-
 24    tion on bulk shipment of potatoes between the United States and Canada; and to
 25    recognize that United States Department of Agriculture marketing orders should
 26    be considered as a quality assurance measure and not as a technical trade bar-
 27    rier.
 28        BE IT FURTHER RESOLVED, that the  United  States  government  should  make
 29    every  effort to quickly harmonize and equalize laboratory testing of potatoes
 30    so that there is mutual acceptance of each country's respective test results.
 31        BE IT FURTHER RESOLVED, that the dialogue initiated during these  meetings
 32    should  be  continued  through further meetings of smaller working groups com-
 33    prised of industry, state and provincial representatives and that their recom-
 34    mendations should be given great weight by their respective  national  govern-
 35    ments.
 36        BE  IT  FURTHER  RESOLVED that the Chief Clerk of the House of Representa-
 37    tives be, and she is hereby authorized and directed to forward a copy of  this
 38    Memorial to the President of the Senate and the Speaker of the House of Repre-
 39    sentatives  of  Congress,  and  the  congressional delegation representing the
 40    state of Idaho in the Congress of the United States.

                STATEMENT OF PURPOSE 
                      RS 10191 
     
     As a result of the Idaho/Canada Trade Summit held in Boise, Idaho, January 20,
     2000, the potato working group agreed to petition Congress and the Canadian
     Parliament concerning the issues of each country accepting laboratory results of
     the other, and the issue of bulk shipments and U.S. Department of Agriculture's
     marketing orders.
