  2    TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED  STATES  IN  CONGRESS
  3        ASSEMBLED,  AND  TO THE CONGRESSIONAL DELEGATION REPRESENTING THE STATE OF
  4        IDAHO IN THE CONGRESS OF THE UNITED STATES.
                                                                        
  5        We, your Memorialists, the House of Representatives and the Senate of  the
  6    State  of  Idaho  assembled  in  the Second Regular Session of the Fifty-fifth
  7    Idaho Legislature, do hereby respectfully represent that:
                                                                        
  8        WHEREAS, on January 19 and 20, 2000, an agricultural summit  was  held  in
  9    Boise,  Idaho,  involving  representatives  from the governments of the United
 10    States and Canada, the provinces of Alberta, Manitoba, and  Saskatchewan,  and
 11    the  states of Idaho, Oregon, Washington and Montana, and representatives from
 12    the beef and potato industries of those provinces and states; and
 13        WHEREAS,  through  discussions,  and  the  exchange  of  information   and
 14    briefings from government and industry, a dialogue was initiated and consensus
 15    reached in certain areas of mutual concern; and
 16        WHEREAS,  both the Alberta and Idaho conference attendees agreed that they
 17    would communicate points of agreement to their national governments through  a
 18    formal communication, which this memorial embodies and constitutes.
 19        NOW,  THEREFORE,  BE IT RESOLVED by the members of the Second Regular Ses-
 20    sion of the Fifty-fifth Idaho Legislature, the House  of  Representatives  and
 21    the  Senate  concurring  therein,  that  we support the agreements made at the
 22    Idaho-Canada Summit, and urge the United States Congress and the United States
 23    trade representative to meet with the Canadian government to review and recon-
 24    cile their statistics concerning the cattle and beef  industry,  so  that  the
 25    industries on both sides of the border have access to accurate, comparable and
 26    timely data.
 27        BE  IT  FURTHER  RESOLVED,  that  the states and provinces involved in the
 28    Pacific Northwest Cattle Project meet and develop a consistent set  of  cattle
 29    statistics  and a single methodology for gathering and reporting these statis-
 30    tics, and also improve communication  through  regional  meetings,  tours  and
 31    exchanges.
 32        BE  IT  FURTHER  RESOLVED that the United States Department of Agriculture
 33    and Agriculture Canada work towards the removal of  federal  certificates  and
 34    federal endorsement requirements for the movement of cattle between Canada and
 35    the United States within the Northwest region.
 36        BE  IT  FURTHER  RESOLVED that the states and provinces involved should be
 37    encouraged to expand the Pacific Northwest Cattle Project  for  feeder  cattle
 38    from  six  months  to  twelve  months access and expand the project to include
 39    other classes of cattle.
 40        BE IT FURTHER RESOLVED that the Chief Clerk of the  House  of  Representa-
 41    tives  be, and she is hereby authorized and directed to forward a copy of this
 42    Memorial to the President of the Senate and the Speaker of the House of Repre-
 43    sentatives in Congress, and  the  congressional  delegation  representing  the
 44    State of Idaho in the Congress of the United States.

                 STATEMENT OF PURPOSE

     As a result of the Idaho-Canada Trade Summit held in Boise, Idaho, January 20,
     2000, the cattle working group agreed to petition Congress and the Canadian
     Parliament concerning issues of communication, production data, animal health
     regulations, and the Pacific Northwest Cattle Project.
