STATEMENT OF PURPOSE
RS10112
This proposal will give the director of the Department of Parks and Recreation the
authority to issue citations for violations to specific recreation codes. These codes
are limited to Chapters 42 (State Parks) , 70 (Idaho Safe Boating Act), 71
(Recreation Activities) and 75 (Marine Sewage Disposal Act) Title 67, Idaho
Code. The authority in this proposal is limited to actions within properties
owned and managed by the department. This proposal allows the director to
delegate this authority to certain employees of the department. This proposal
requires the department to develop training standards and ensure that employees
are adequately trained before being allowed to use this authority.
FISCAL IMPACT
This proposal has no new fiscal impact. The Department of Parks and Recreation
currently trains its field staff in law enforcement skills including annual
certification for certain defensive tools. The cost of the department's current
training will be refocused to meet the requirements of this proposed legislation.
