  1                                        AN ACT
  2    APPROPRIATING MONEYS TO THE EXECUTIVE OFFICE OF THE GOVERNOR FOR  FISCAL  YEAR
  3        2001;  LIMITING THE NUMBER OF FULL-TIME EQUIVALENT POSITIONS; AND EXPRESS-
  4        ING LEGISLATIVE INTENT REGARDING THE PARENTS AS TEACHERS PROGRAM.
                                                                        
  5    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  6        SECTION 1.  There is hereby appropriated to the Executive  Office  of  the
  7    Governor  the  following  amounts,  to be expended for the designated programs
  8    according to the designated expense classes from  the  listed  funds  for  the
  9    period July 1, 2000, through June 30, 2001:

 31        SECTION  2.  In accordance with Section 67-3519, Idaho Code, the Executive
 32    Office of the Governor is authorized no more than twenty-four  (24)  full-time
 33    equivalent positions at any point during the period July 1, 2000, through June
 34    30, 2001, for the programs specified in Section 1 of this act, unless specifi-
 35    cally  authorized  by the Governor. The Joint Finance-Appropriations Committee
 36    will be notified promptly of any increased positions so authorized.
                                                                        
 37        SECTION 3.  It is legislative intent that family participation in any Par-
 38    ents as Teachers program will be strictly voluntary and that families  not  be
 39    repeatedly  contacted  to participate in this program. Further, the pilot pro-
 40    gram is to be based on the premise that the parent is the  child's  first  and
 41    most  influential  teacher,  and  that  home  visits  by  parent educators are

  1    intended to: (a) strengthen parent-child relationships; (b) encourage learning
  2    and self-reliance; and (c) promote the health and hygiene of children.  It  is
  3    also   legislative   intent  that  the  program  remain  consistent  with  the
  4    Legislature's welfare reform initiatives  to  promote  individual  and  family
  5    self-reliance. Notwithstanding the provisions of Section 9-349, Idaho Code, it
  6    is  the intent of the Legislature that any records, notes, information or data
  7    on the family shall be considered the property of that family, and  shall  not
  8    be  made  available  to  any agency, political subdivision or any governmental
  9    institution without the written authorization of the parent or  guardian  that
 10    has legal custody of the child involved.

This is the fiscal year 2001 appropriation for the Office of the Governor in the amount of $2,067,000. There are five enhancements funded. The first provides $38,400 in dedicated and federal fund spending authority to complete an Americorps Grant for the Parents as Teachers program. The second provides $2,100 in General Funds to increase the Governor’s expense account. The third provides $9,600 in General Funds to increase the acting Governor’s compensation. The fourth proivdes $304,500 in dedicated and federal spending authority for an Americorps Grant for the Parents as Teachers program. The last provides $40,000 in dedicated fund spending authority for the immunization program. The overall budget increase for fiscal year 2001 is 30.5%.
