|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-fifth Legislature Second Regular Session - 2000 IN THE SENATE SENATE JOINT MEMORIAL NO. 108 BY STATE AFFAIRS COMMITTEE 1 A JOINT MEMORIAL 2 TO THE PRESIDENT OF THE UNITED STATES, THE SENATE AND HOUSE OF REPRESENTATIVES 3 OF THE UNITED STATES IN CONGRESS ASSEMBLED, THE CONGRESSIONAL DELEGATION 4 REPRESENTING THE STATE OF IDAHO IN THE CONGRESS OF THE UNITED STATES, EACH 5 STATE LEGISLATURE AND THE PRESIDENTIAL CANDIDATES. 6 We, your Memorialists, the Senate and the House of Representatives of the 7 State of Idaho assembled in the Second Regular Session of the Fifty-fifth 8 Idaho Legislature, do hereby respectfully represent that: 9 WHEREAS, the Health Insurance Premiums Task Force was established to iden- 10 tify, explore and address causes for the alarming increase in the costs of 11 health insurance; and 12 WHEREAS, in the course of its examination the task force received exten- 13 sive information, data and testimony from consumers, employers and representa- 14 tives of the health care industry, including carriers, agents, pharmaceutical 15 manufacturers, pharmacists, hospitals, physicians and other health care 16 providers; and 17 WHEREAS, the task force found that federal and state reforms and mandates, 18 including those requiring guaranteed issue of insurance policies in the indi- 19 vidual and small group insurance markets, have created a segment of high risk 20 individuals who must be insured, causing the entire population, and particu- 21 larly the healthy, to pay much more for health insurance; and 22 WHEREAS, the task force further found that the dramatic increase in pre- 23 mium rates has driven expanding numbers of healthy individuals into the ranks 24 of the uninsured, resulting in even greater costs to insurers to provide 25 required coverage for the high risk unhealthy population, and greater costs to 26 the remaining insured population; and 27 WHEREAS, the task force also determined that costs to provide health care 28 and treatment for uninsured individuals is another significant factor in the 29 high cost of health insurance; and 30 WHEREAS, the task force concluded that among other possible solutions, 31 providing full deductibility from federal income taxes of health insurance 32 premiums for individuals, the self-employed and small employers would bring 33 the healthy back into the insured market, lower costs to employers who must 34 provide coverage, reduce the uninsured population, and restore a balance of 35 risk in the market that will make health insurance more affordable and acces- 36 sible. 37 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses- 38 sion of the Fifty-fifth Idaho Legislature, the Senate and the House of Repre- 39 sentatives concurring therein, that federal legislation be enacted providing 40 full deductibility from federal income taxes of health insurance premiums for 41 individuals, the self-employed and small groups. 42 BE IT FURTHER RESOLVED that the Secretary of the Senate be, and she is 43 hereby authorized and directed to forward a copy of this memorial to the Pres- 44 ident and Vice President of the United States, the President of the Senate and 2 1 the Speaker of the House of Representatives of Congress, the congressional 2 delegation representing the state of Idaho in the Congress of the United 3 States, the President of the Senate and the Speaker of the House of Represen- 4 tatives of each State Legislature, and to the presidential candidates.
