Statement of Purpose / Fiscal Impact

                       STATEMENT OF PURPOSE
                             RS 10561

This Legislation will incorporate a $1.00 per year fee, $8.00 on
eight year driver's licenses issued pursuant to subsection (1)(h)
of Section 49-306, Idaho Code, to be deposited in the Emergency
Medical Services Fund III.

Due to an oversight of adding this fee to the original legislation
which created the eight year driver's licenses, the Emergency
Medical Services Fund III has suffered a loss of $228,092 between
January 1, 2000 and October 31, 2000. This money would provide for
desperately needed ambulances and equipment.

                          FISCAL NOTE
There will be no impact on the General Fund.
