  1                                        AN ACT
  2    APPROPRIATING MONEYS TO THE LEGISLATIVE ACCOUNT  FROM  THE  GENERAL  FUND  FOR
  3        RETAINING  A CONSULTANT TO STUDY THE EFFECTS OF RESTRUCTURING THE ELECTRIC
  4        UTILITY INDUSTRY; AND DECLARING AN EMERGENCY.
                                                                        
  5    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  6        SECTION 1.  There  is  hereby  appropriated  to  the  Legislative  Account
  7    $75,000  from  the General Fund to be expended for the period on and after the
  8    effective date of this act until November 30, 2002, and shall be  utilized  to
  9    retain  a  consultant  or consultants to assist the Committee appointed by the
 10    Legislative Council to study the possible restructuring of the electric  util-
 11    ity  industry. Notwithstanding any other provision of law to the contrary, any
 12    unexpended moneys appropriated pursuant to this act need not be encumbered  at
 13    the end of the fiscal year.
                                                                        
 14        SECTION  2.  An  emergency  existing  therefor,  which emergency is hereby
 15    declared to exist, this act shall be in full force and effect on and after its
 16    passage and approval.

This legislation appropriates $75,000 from the General Fund to the 
Legislative Account for the purpose of retaining a consultant to 
assist the Committee on Electric Utilities Restructuring which
was created by the adoption of a separate concurrent resolution. 


                          FISCAL NOTE 

There will be a fiscal impact of $75,000 to the State General 
Fund over a two year period.
