  1                                        AN ACT
  2    DIRECTING THE STATE CONTROLLER TO TRANSFER GENERAL FUNDS TO THE CAPITOL ENDOW-
  3        MENT INCOME FUND; APPROPRIATING MONEYS TO THE DEPARTMENT OF ADMINISTRATION
  4        FOR THE IDAHO STATE CAPITOL COMMISSION; DIRECTING THE IDAHO STATE  CAPITOL
  5        COMMISSION TO REPORT PROGRESS OF THE CAPITOL RESTORATION; AND DECLARING AN
  6        EMERGENCY.
                                                                        
  7    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  8        SECTION  1.  There  is  hereby  appropriated  and  the State Controller is
  9    directed to transfer $32,000,000 from the General Fund to the  Capitol  Endow-
 10    ment Income Fund upon the effective date of this act.
                                                                        
 11        SECTION  2.  There is hereby appropriated to the Department of Administra-
 12    tion for the Idaho  State  Capitol  Commission  the  following  amount  to  be
 13    expended  for the Capitol restoration from the listed fund for the period July
 14    1, 2000, through June 30, 2005:

 17        SECTION 3.  The Idaho State Capitol Commission shall report to  the  Joint
 18    Finance-Appropriations  Committee each legislative session regarding the prog-
 19    ress of the Capitol restoration.
                                                                        
 20        SECTION 4.  An emergency existing  therefor,  which  emergency  is  hereby
 21    declared  to  exist,  this  act shall be in full force and effect on and after
 22    passage and approval.

Statement of Purpose
RS11191

This appropriation provides the Capitol Commission with $32,000,000 for the capitol renovation. It also directs the State Controller to transfer the funds into the capitol endowment income fund and provides the Capitol Commission with the spending authority to utilize these funds through June 30, 2005. This bill also requires the Capitol Commission to report on the progress of the restoration each Legislative Session.

Fiscal Note

This bill appropriates $32,000,000 in one-time General Funds for the capitol restoration for FY 2001. These funds are transferred to the capitol endowment income fund.
