  1                                        AN ACT
  2    APPROPRIATING ADDITIONAL MONEYS TO THE INDUSTRIAL COMMISSION FOR  FISCAL  YEAR
  3        2001; AND DECLARING AN EMERGENCY.
                                                                        
  4    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  5        SECTION  1.  In  addition  to the appropriation made in Section 1, Chapter
  6    43, Laws of 2000, there is hereby appropriated to  the  Industrial  Commission
  7    the  following  amount  to be expended for the designated program according to
  8    the designated expense class from the listed fund for the period July 1, 2000,
  9    through June 30, 2001:

 13    FROM:
 14    Industrial Administration Fund                                        $189,000
                                                                        
 15        SECTION 2.  An emergency existing  therefor,  which  emergency  is  hereby
 16    declared to exist, this act shall be in full force and effect on and after its
 17    passage and approval.

Statement of Purpose

This is a fiscal year 2001 supplemental appropriation for the Industrial Commission totaling $189,000 in dedicated fund spending authority.

The bulk of this supplemental is needed as a corrective measure. The Industrial Commission provides the funding for the Division of Building Safety’s Industrial and Logging Safety Programs. However, the Industrial Commission’s FY 2001 appropriation for payments to the Division was $138,900 less than the amount needed to meet the appropriation for the Industrial and Logging Safety Programs at the Division. This supplemental will make up the appropriation shortfall.

The remaining $50,100 will provide additional funding for the Industrial and Logging Safety Programs for increased lease costs and other expenses at the Division of Building Safety.

Fiscal Note

This supplemental appropriation provides the Industrial Commission with $189,000 ($150,200 ongoing and $38,800 one-time) in dedicated fund spending authority to fund the Industrial and Logging Safety Programs within the Division of Building Safety. Funds are derived from a premium tax on workers compensation insurance policies.
