FEDERAL FUNDING - DECREASE - Amends existing law to provide that the
administrator of the Division of Financial Management shall notify the
director of Legislative Services, the cochairmen of the Joint Finance and
Appropriations Committee and the germane committees of the Legislature when
it appears that a decrease in federal funding will require an increased
expenditure by the state for the programs.

1 AN ACT
2 RELATING TO DECREASES IN FEDERAL FUNDING; AMENDING SECTION 67-3504, IDAHO
3 CODE, TO DELETE SUPERFLUOUS LANGUAGE AND TO PROVIDE ADDITIONAL DUTIES OF
4 THE ADMINISTRATOR OF THE DIVISION OF FINANCIAL MANAGEMENT.
5 Be It Enacted by the Legislature of the State of Idaho:
6 SECTION 1. That Section 67-3504, Idaho Code, be, and the same is hereby
7 amended to read as follows:
8 67-3504. DUTIES OF ADMINISTRATOR OF THE DIVISION. (1) It shall be the
9 duty of the administrator of the division of financial management to make such
10 further inquiries and investigations as to any item included in any report of
11 expenditures and available funding sources or the estimate for the succeeding
12 fiscal year which may be included in the report and estimates furnished by any
13 department, office or institution, except those of the legislative and judi-
14 cial departments. In making such investigation he shall be allowed his neces-
15 sary expenses of travel and subsistence in visiting any institution or depart-
16 ment in the state. He may employ additional resources whenever in his discre-
17 tion it may be necessary to check the items of expenditure or the estimates
18 submitted by any department, office or institution. The administrator of the
19 division shall serve as a clearinghouse for information, data for multi-agency
20 projects not including requests made by the legislative and judicial depart-
21 ments and shall have power to demand and it is hereby made the duty of every
22 department, officer, board, commission, or institution receiving appropria-
23 tions from the legislature to furnish upon demand any and all information so
24 requested by the administrator of the division.
25 (2) The administrator of the division, in addition to the duties herein-
26 before set forth, shall perform such other duties as the governor as chief
27 budget officer of the state may direct. He shall, as often as required by the
28 governor, prepare and furnish reports as to the condition of any appropria-
29 tions made by the legislature and shall investigate and report to the gover-
30 nor, when required, concerning available funding from all sources and expen-
31 ditures made by any department, office or institution of the state. The admin-
32 istrator of the division, or his designated representative, shall also appear
33 at all sessions of the standing committees of the house of representatives and
34 of the senate in charge of appropriations and shall furnish to such committees
35 any information required while said committees are considering the budget.
36 (3) The administrator of the division shall notify the director of legis-
37 lative services, the cochairmen of the joint finance and appropriations com-
38 mittee and the membership of germane standing committees of the legislature
39 when it appears that federal funding for a particular program or programs
40 administered by a state department, commission or institution will decrease
41 by such an amount that will require an increased expenditure by the state for
42 the program. The notification shall be within forty-five (45) calendar days
43 from when the administrator makes the determination.

This legislation has the germane committee members and cochairs
of the Joint Finance and Appropriations committee notified within
45 days when federal dollars change that will require an addition
of state dollars to be spent.*
