1 AN ACT
2 APPROPRIATING MONEYS TO THE LIEUTENANT GOVERNOR FOR FISCAL YEAR 2003; EXPRESS-
3 ING LEGISLATIVE INTENT WITH RESPECT TO CERTAIN EXPENDITURES; AND LIMITING
4 THE NUMBER OF FULL-TIME EQUIVALENT POSITIONS.
5 Be It Enacted by the Legislature of the State of Idaho:
6 SECTION 1. There is hereby appropriated to the Lieutenant Governor the
7 following amounts, to be expended according to the designated expense classes
8 from the listed fund for the period July 1, 2002, through June 30, 2003:
9 FOR:
10 Personnel Costs $107,000
11 Operating Expenditures 14,300
12 TOTAL $121,300
13 FROM:
14 General Fund $121,300
15 SECTION 2. It is legislative intent that an amount, not to exceed $1,000
16 of the amounts appropriated in Section 1 of this act, may be used at the dis-
17 cretion of the Lieutenant Governor to assist in defraying expenses relating to
18 or resulting from the discharge of the Lieutenant Governor's official duties.
19 Such moneys shall be accounted for according to the provisions of Chapter 36,
20 Title 67, Idaho Code, and Section 67-3516, Idaho Code.
21 SECTION 3. In accordance with Section 67-3519, Idaho Code, the Office of
22 the Lieutenant Governor is authorized no more than two (2) full-time equiva-
23 lent positions at any point during the period July 1, 2002, through June 30,
24 2003, for the program specified in Section 1 of this act, unless specifically
25 authorized by the Governor. The Joint Finance-Appropriations Committee will be
26 notified promptly of any increased positions so authorized.

The Lieutenant Governor received a supplemental appropriation for FY 2002 to cover
increased costs associated with a statutory per diem increase and an increase in the number of
days spent in the office at 15 days per month. However, the permanent base reduction for FY
2003 will return the budget level to slightly below the FY 2002 original spending level, which was
the recommendation in the executive budget, and will not support the FY 2002 operating/activity
level.
