PHEASANT STOCKING - Stating findings of the Legislature and directing the
Department of Fish and Game to provide data regarding documented effects to
pheasant population as a result of pheasant stocking, with the exception of
wildlife preserve areas; authorizing the Department of Fish and Game, with
the exception of Wildlife Management Areas, to cease stocking of pheasants;
and encouraging the Department to engage more effectively with private
landowners in providing advice and incentives for improvement and retention
of habitat.

2 STATING FINDINGS OF THE LEGISLATURE AND DIRECTING THE DEPARTMENT OF FISH AND
3 GAME TO PROVIDE DATA REGARDING DOCUMENTED EFFECTS TO PHEASANT POPULATION
4 AS A RESULT OF PHEASANT STOCKING WITH THE EXCEPTION OF WILDLIFE MANAGEMENT
5 AREAS, AUTHORIZING THE DEPARTMENT, WITH THE EXCEPTION OF WILDLIFE MANAGE-
6 MENT AREAS, TO CEASE THE STOCKING OF PHEASANTS AND ENCOURAGING THE DEPART-
7 MENT TO ENGAGE MORE EFFECTIVELY WITH PRIVATE LANDOWNERS IN PROVIDING
8 ADVICE AND INCENTIVES FOR IMPROVEMENT AND RETENTION OF HABITAT.
9 Be It Resolved by the Legislature of the State of Idaho:
10 WHEREAS, pheasant stocking has not been shown to effectively contribute
11 birds to either breeding populations or the hunter's bag. Stocked birds that
12 are taken are considered by many as an expensive subsidy for a limited number
13 of people at the expense of all hunters; and
14 WHEREAS, these conditions have been documented across pheasant ranges in
15 North America dating back to Pennsylvania in 1936, New Hampshire in 1938, Utah
16 and Wisconsin in the 1940's, and Montana and Minnesota in the 1950's; and
17 WHEREAS, habitat retention and improvement, particularly on privately held
18 lands, is known to be the most effective means to retain populations of pheas-
19 ants and other farm game and wildlife.
20 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses-
21 sion of the Fifty-sixth Idaho Legislature, the Senate and the House of Repre-
22 sentatives concurring therein, that the Legislature requests that the Idaho
23 Department of Fish and Game provide scientific data showing the documented
24 effects to the pheasant population as a result of pheasant stocking in the
25 state of Idaho, with the exception of Wildlife Management Areas. The Legisla-
26 ture further authorizes the Idaho Department of Fish and Game, with the excep-
27 tion of Wildlife Management Areas, to cease the stocking of pheasants and
28 encourages the department to engage more effectively with private landowners
29 in providing advice and incentives for improvement and retention of habitat as
30 appropriate.
