  1                                        AN ACT
  2    RELATING TO THE IDAHO MILLENNIUM FUND; AMENDING CHAPTER 18,  TITLE  67,  IDAHO
  3        CODE,  BY  THE  ADDITION  OF A NEW SECTION 67-1807, IDAHO CODE, TO REQUIRE
  4        APPROVAL BY A TWO-THIRDS MAJORITY OF THE HOUSE OF REPRESENTATIVES AND  THE
  5        SENATE TO APPROPRIATE OR TRANSFER MONEY FROM THE IDAHO MILLENNIUM FUND.
                                                                        
  6    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  7        SECTION  1.  That  Chapter  18,  Title 67, Idaho Code, be, and the same is
  8    hereby amended by the addition thereto of a NEW SECTION, to be known and  des-
  9    ignated as Section 67-1807, Idaho Code, and to read as follows:
                                                                        
 10        67-1807.  SUPERMAJORITY  VOTE  REQUIRED.  Except  as  provided  in section
 11    67-1803, Idaho Code, no moneys may be appropriated  or  transferred  from  the
 12    Idaho millennium fund without the approval of a two-thirds (2/3) majority vote
 13    by both the house of representatives and senate.

Statement of Purpose / Fiscal Impact

                       STATEMENT OF PURPOSE

                             RS 14590

Current law provides a statutory formula for an annual transfer
of moneys from the Idaho Millennium Fund to the Idaho Millennium
Income Fund.  The Joint Millennium Fund Committee provides
recommendations annually on the use of these moneys in the Income
Fund.  Except as provided under this provision of current law,
this legislation would require a two-thirds majority vote of the
Senate and House of Representatives to appropriate or transfer
moneys from the Idaho Millennium Fund.
