BY APPROPRIATIONS COMMITTEE
1 AN ACT
2 APPROPRIATING ADDITIONAL MONEYS TO THE DEPARTMENT OF HEALTH AND WELFARE FOR
3 SERVICES FOR THE DEVELOPMENTALLY DISABLED IN THE COMMUNITY DEVELOPMENTAL
4 DISABILITY SERVICES PROGRAM FOR FISCAL YEAR 2006; PROVIDING THAT THE STATE
5 CONTROLLER SHALL MAKE TRANSFERS FROM THE GENERAL FUND; AND DECLARING AN
6 EMERGENCY.
7 Be It Enacted by the Legislature of the State of Idaho:
8 SECTION 1. In addition to the appropriation made in Section 1, Chapter
9 345, Laws of 2005, there is hereby appropriated to the Department of Health
10 and Welfare for services for the developmentally disabled in the Community
11 Developmental Disability Services Program the following amounts to be expended
12 according to the designated expense class from the listed funds for the period
13 July 1, 2005, through June 30, 2006:
14 FOR:
15 Trustee and Benefit Payments $800,000
16 FROM:
17 General Fund $730,000
18 Cooperative Welfare
19 Fund (Dedicated) 70,000
20 TOTAL $800,000
21 SECTION 2. GENERAL FUND TRANSFERS. As appropriated, the State Controller
22 shall make transfers from the General Fund to the Cooperative Welfare Fund,
23 periodically, as requested by the director of the Department of Health and
24 Welfare and approved by the Board of Examiners.
25 SECTION 3. An emergency existing therefor, which emergency is hereby
26 declared to exist, this act shall be in full force and effect on and after its
27 passage and approval.

This is a Fiscal Year 2006 Supplemental Appropriation to the Department of Health & Welfare for services for the developmentally disabled in the Community Developmental Disability Services Program. This bill provides additional funding for the Infant/Toddler Program to purchase contracted services of social workers, audiologists, occupational therapists, physical therapists, speech language pathologists, and to buy hearing aides and other assistive and adaptive technology. The Idaho Infant Toddler Program identifies and provides services for children from birth to three years of age with developmental disabilities. The current resources are insufficient to meet the current and projected service demands. The state is currently out of federal compliance in two areas 1) failure to assure timely evaluations and 2) delays in delivering all early intervention services according to plans for eligible children. Most of the growth is occurring in Ada, Cassia, Kootenai, and Bonneville counties.

This bill provides an additional $730,000 in General Funds, and $70,000 in agency receipts for a total ongoing impact of $800,000.
