  1                                        AN ACT
  2    DIRECTING THE STATE CONTROLLER TO TRANSFER MONEYS FROM THE GENERAL FUND TO THE
  3        ECONOMIC RECOVERY RESERVE FUND; DIRECTING THE STATE CONTROLLER TO TRANSFER
  4        MONEYS FROM THE ECONOMIC RECOVERY  RESERVE  FUND  TO  THE  RURAL  ECONOMIC
  5        DEVELOPMENT AND INTEGRATED FREIGHT TRANSPORTATION REVOLVING LOAN FUND; AND
  6        APPROPRIATING  ADDITIONAL  MONEYS  TO THE DEPARTMENT OF COMMERCE AND LABOR
  7        FOR FISCAL YEAR 2007 THROUGH FISCAL YEAR 2008.
                                                                        
  8    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  9        SECTION 1.  On July 1, 2006, or as soon thereafter as possible, the  State
 10    Controller  shall  transfer the sum of $5,000,000 from the General Fund to the
 11    Economic Recovery Reserve Fund.
                                                                        
 12        SECTION 2.  On July 1, 2006, or as soon thereafter as possible, the  State
 13    Controller  shall  transfer $5,000,000 from the Economic Recovery Reserve Fund
 14    to the  Rural  Economic  Development  and  Integrated  Freight  Transportation
 15    Revolving Loan Fund.
                                                                        
 16        SECTION  3.  In addition to any other appropriation provided by law, there
 17    is  hereby  appropriated  to  the  Idaho  Department  of  Commerce  and  Labor
 18    $5,000,000 from the Rural Economic Development and Integrated  Freight  Trans-
 19    portation  Revolving  Loan  Fund for the period July 1, 2006, through June 30,
 20    2008. Such moneys shall be used for revolving loans to upgrade, expand,  reha-
 21    bilitate,  purchase  or modernize equipment and facilities for short line rail
 22    or intermodal freight shipping infrastructure.

Statement of Purpose

This bill provides $5,000,000 from the Economic Recovery Reserve Fund to the Department of Commerce and Labor for the Rural Economic Development and Integrated Freight Transportation Revolving Loan fund. This fund shall be used to provide revolving loans to upgrade, expand, rehabilitate, purchase or modernize equipment and facilities for short line rail or intermodal freight shipping infrastructure.

Fiscal Note

This is a fiscal year 2007 appropriation providing $5,000,000 in dedicated funds to the Department of Commerce and Labor for a new Rural Economic Development and Integrated Freight Transportation Revolving Loan Fund.
