HOUSE CONCURRENT RESOLUTION NO. 33

1 A CONCURRENT RESOLUTION
2 STATING FINDINGS OF THE LEGISLATURE RELATING TO CIVIC AND HISTORICAL EDUCATION
3 AND URGING THE SECRETARY OF STATE TO CONVENE A SUMMIT FOR CIVIC AND HIS-
4 TORICAL LEARNING, PROVIDING COMPOSITION OF THE COMMITTEE AND REQUIRING A
5 REPORT.
6 Be It Resolved by the Legislature of the State of Idaho:
7 WHEREAS, civic and historical learning encourages young people to be
8 thoughtful and productive members of their communities and future leaders of
9 the state; and
10 WHEREAS, it is crucial to the future health of our republic form of gov-
11 ernment that all young people be knowledgeable about democratic principles and
12 practices of a republic form of government and the rule of law, be engaged in
13 their communities and in politics, and be committed to individual freedom
14 which will ensure the public good; and
15 WHEREAS, on the National Assessment of Educational Progress in 1998, only
16 twenty-five percent of students at the upper elementary and secondary levels
17 were proficient in civics and government; and
18 WHEREAS, nationally, under twenty percent of eligible 18 to 25 year-olds
19 voted in the 2004 presidential election; and
20 WHEREAS, according to "The Civic and Political Health of the Nation: A
21 Generational Portrait" nearly one-half of 15 to 25 year-olds indicate that
22 civic education increases their interest and participation in civic affairs;
23 and
24 WHEREAS, individuals who have a clear understanding of the rights and
25 responsibilities of citizenship in a republic form of government under the
26 rule of law are more likely to exercise those rights and responsibilities to
27 be competent and responsible citizens; and
28 WHEREAS, the need for civic and historical learning in our state is cru-
29 cial to the long-term social and political health of the state and is a part
30 of the thoroughness in education provided in section 33-1612, Idaho Code; and
31 WHEREAS, the eight principles of thoroughness are: a safe environment con-
32 ducive to learning is provided; educators are empowered to maintain classroom
33 discipline; the basic values of honesty, self-discipline, unselfishness,
34 respect for authority and the central importance of work are emphasized; the
35 skills necessary to communicate effectively are taught; a basic curriculum
36 necessary to enable students to enter academic or professional-technical post-
37 secondary educational programs is provided; the skills necessary for students
38 to enter the work force are taught; the students are introduced to current
39 technology; and the importance of students acquiring the skills to enable them
40 to be responsible citizens of their homes, schools and communities is empha-
41 sized.
42 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses-
43 sion of the Fifty-eighth Idaho Legislature, the House of Representatives and
44 the Senate concurring therein, that the Secretary of State, with the assis-

1 tance of the Department of Education, is urged to establish a committee to
2 convene a Summit for Civic and Historical Learning at Boise State University
3 with a goal of determining a strategy for enhancing long-term civic engagement
4 and learning within the state, and recommending a plan for improving civic
5 engagement and learning to the First Regular Session of the Fifty-ninth Idaho
6 Legislature.
7 BE IT FURTHER RESOLVED that the committee should be composed of a diverse
8 range of student, teacher and administrator representatives from grades K
9 through 12 and postsecondary education, media, civic organizations, and
10 elected officials, and shall be facilitated by the Department of Education's
11 Office of Civics, Service, Character and International Education.
12 BE IT FURTHER RESOLVED that the committee shall report its findings and
13 recommendations for future action to the Office of the Secretary of State and
14 the Office of the Superintendent of Public Instruction no later than December
15 1, 2006.

The intent of this Concurrent Resolution relates to civic education
and urges the Secretary of State to convene a summit for civic
learning, providing composition of the committee and requiring a
report.
FISCAL NOTE
Funding will be from a private source (Campaign for the Civic
Mission of Schools managed by the Council for Excellence in
Government in Washington D.C.) There will be no impact on the
General Fund.
