Legislature; encouraging the Department of Health and Welfare to proceed

1 A CONCURRENT RESOLUTION
2 STATING FINDINGS OF THE LEGISLATURE AND ENCOURAGING THE DEPARTMENT OF HEALTH
3 AND WELFARE TO PROCEED WITH THE DEVELOPMENT AND DESIGN OF INTEGRATED PRO-
4 GRAMS FOR FINANCING MEDICARE EXCLUDED PRESCRIPTION DRUGS COVERED UNDER
5 IDAHO MEDICAID IN SUCH A WAY THAT CREATES A SEAMLESS DELIVERY SYSTEM FOR
6 PRESCRIPTION DRUG BENEFITS FOR THOSE INDIVIDUALS DUALLY ELIGIBLE FOR MED-
7 ICAID AND MEDICARE AND WHICH REDUCES PROGRAM COSTS AND REQUESTING A REPORT
8 TO THE LEGISLATURE.
9 Be It Resolved by the Legislature of the State of Idaho:
10 WHEREAS, the Medicaid Program in the state of Idaho is unsustainable in
11 its current form and should be reformed so that eligibility, benefits and
12 delivery systems match client health needs; and
13 WHEREAS, the Idaho Medicaid Program is required by federal law to cover
14 certain services for low-income seniors and adults who are dually eligible for
15 Medicaid and Medicare; and
16 WHEREAS, the Idaho Medicaid Program will continue to provide coverage for
17 prescription drugs excluded from coverage under Medicare Part D prescription
18 drug benefits; and
19 WHEREAS, the implementation of Medicare Part D prescription drug benefits
20 under the federal Medicare Modernization Act has highlighted the need for
21 improved coordination between the Medicaid and Medicare Programs.
22 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses-
23 sion of the Fifty-eighth Idaho Legislature, the House of Representatives and
24 the Senate concurring therein, that the Department of Health and Welfare is
25 encouraged to proceed with the development of integrated programs for financ-
26 ing Medicare excluded prescription drugs covered under Idaho Medicaid.
27 BE IT FURTHER RESOLVED that the Legislature encourages the Department of
28 Health and Welfare to design such programs in a way that creates a seamless
29 delivery system for prescription drug benefits for those individuals dually
30 eligible for Medicaid and Medicare, and which reduces overall program costs
31 through the efficiencies gained through such integrated programs.
32 BE IT FURTHER RESOLVED that the Legislature encourages the Department of
33 Health and Welfare to continue to develop integrated programs for financing
34 other Medicaid covered services for persons dually eligible for Medicaid and
35 Medicare.
36 BE IT FURTHER RESOLVED that the Legislature acknowledges that such pro-
37 grams will require approval of the federal Centers for Medicare and Medicaid
38 Services (CMS) prior to implementation.
39 BE IT FURTHER RESOLVED that the Department of Health and Welfare is
40 requested to report the results of such programs to the First Regular Session
41 of the Fifty-ninth Idaho Legislature along with recommendations for any fur-
42 ther legislative action.
STATEMENT OF PURPOSE
RS 16133
This House Concurrent Resolution requests that the Legislature
encourage the Department of Health and Welfare to implement
programs that integrate financing for prescription drugs excluded
from coverage under Medicare Part D. Financing medicaid coverage
for these drugs through providers of Medicare drug benefits will
result in more coordinated care and delivery of prescription drug
benefits to individuals dually eligible for Medicaid and
Medicare. Additionally, cost efficiencies through such programs
will result in savings to the Medicaid program. The Department of
Health and Welfare will report the results of such programs to
the Legislature along with recommendations for further
legislative action.
FISCAL NOTE
The implementation of integrated financing programs for
prescription drug benefits for dual-eligibles will result in
savings to the General Fund of $12,000 in fiscal year 2007.
