1 A CONCURRENT RESOLUTION
2 STATING FINDINGS OF THE LEGISLATURE AND ENCOURAGING THE DEPARTMENT OF HEALTH
3 AND WELFARE TO REQUIRE INDIVIDUALS ELIGIBLE FOR MEDICARE PARTS A, B AND D
4 TO ENROLL IN MEDICARE AS A CONDITION OF ELIGIBILITY FOR THE IDAHO MEDICAID
5 PROGRAM AND REQUESTING THE DEPARTMENT TO REPORT TO THE LEGISLATURE.
6 Be It Resolved by the Legislature of the State of Idaho:
7 WHEREAS, the Medicaid Program in the state of Idaho is unsustainable in
8 its current form and should be reformed so that eligibility, benefits and
9 delivery systems match client health needs; and
10 WHEREAS, a number of Idaho Medicaid recipients who are eligible for Medi-
11 care coverage are not enrolled in the Medicare Program; and
12 WHEREAS, the state of Idaho will pay the Medicare premiums, deductibles
13 and copayments (except for Part D) for these individuals with low income
14 and/or special needs and who are eligible for Medicare; and
15 WHEREAS, there would be a reduction in the use of state general funds to
16 provide, at a minimum, the same level of benefits for these individuals that
17 they currently receive.
18 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses-
19 sion of the Fifty-eighth Idaho Legislature, the House of Representatives and
20 the Senate concurring therein, that the Legislature of the State of Idaho
21 encourages the Department of Health and Welfare to pursue changes in the Idaho
22 Medicaid Program that would require individuals eligible for Medicare Parts A,
23 B and D to enroll in Medicare as a condition of eligibility for the Idaho Med-
24 icaid Program.
25 BE IT FURTHER RESOLVED that the Department of Health and Welfare is
26 requested to report the results of this encouraged program change to the First
27 Regular Session of the Fifty-ninth Idaho Legislature along with recommenda-
28 tions for any further legislative action.
STATEMENT OF PURPOSE
RS 16135
This House Concurrent Resolution recognizes the importance of
Medicaid's role as the health services payer of last resort for
Idahoans with low incomes and/or special needs and requests that
the Legislature encourage the Department to require Medicare-
eligible individuals to enroll in Medicare as a condition of
eligibility for Idaho Medicaid. This requirement will reduce use
of state general fund dollars to cover these individuals and
provide, at minimum, the same benefits that they currently
receive. The Department of Health and Welfare will report the
results of this benefit change to the Legislature.
FISCAL NOTE
The implementation of required enrollment in Medicare for
Medicare-eligible individuals as a condition of eligibility for
Idaho Medicaid for will result in savings to the General Fund of
$640,888 in fiscal year 2007.
