HOUSE CONCURRENT RESOLUTION NO. 54

1 A CONCURRENT RESOLUTION
2 STATING FINDINGS OF THE LEGISLATURE RELATING TO THE BIOSCIENCES IN IDAHO,
3 REQUESTING THE CREATION OF A TASK FORCE ON POTENTIAL TAX AND INVESTMENT
4 INCENTIVES FOR THE BIOSCIENCES IN IDAHO AND PROVIDING FOR A REPORT.
5 Be It Resolved by the Legislature of the State of Idaho:
6 WHEREAS, technology and the biosciences have become an increasingly impor-
7 tant part of the Idaho economy and more than seventy percent of state export
8 revenues come from technology products; and
9 WHEREAS, the biosciences have been identified as one of Idaho's core com-
10 petency areas in technology; and
11 WHEREAS, all of the state's public universities have recognized and
12 adopted the biosciences as a core area of emphasis and all of the state's col-
13 leges and universities have a collaborative grant program that supports
14 biomedical research and cooperation among all entities; and
15 WHEREAS, the Idaho National Laboratory has expertise in the bioscience
16 area that will provide support; and
17 WHEREAS, Idaho led the nation from 2001 through 2004 in the percentage
18 increase in new National Institutes of Health grant support; and
19 WHEREAS, Idaho is on the development threshold of several bioscience
20 technologies including biofuels which are important to the national economy;
21 WHEREAS, the state has a unique environment that provides opportunities in
22 the biotechnology area in connection with our natural resource industries, and
23 agriculture biotechnology could add value to crops and result in higher paying
24 job opportunities for Idahoans; and
25 WHEREAS, the Idaho State Department of Agriculture has recognized the
26 importance of and opportunities in the biosciences by launching a
27 biotechnology task force; and
28 WHEREAS, biomedical research adds great public value to the future of
29 healthcare in Idaho, and the state is well positioned to receive significant
30 future grants; and
31 WHEREAS, there are myriad opportunities in the growing biosciences field
32 worldwide with new companies creating high-salary jobs; and
33 WHEREAS, as other countries and states in the United States offer more tax
34 and investment incentives for this expanding field and Idaho needs to remain
35 competitive; and
36 WHEREAS, there are opportunities for our rural communities to increase
37 jobs and expand economically through bioscience fields; and
38 WHEREAS, a Legislative Biotechnology Task Force met in 2005 and determined
39 that a number of infrastructure deficiencies exist and need to be addressed to
40 better enable and foster the state's biosciences sector; and
41 WHEREAS, it is critical that the state of Idaho create a supportive busi-
42 ness climate so that the biosciences can thrive in Idaho by taking advantage
43 of opportunities for tax and investment incentives in the biosciences to Idaho
44 companies so they can create economic and employment opportunities for Idaho

1 citizens and that such incentives should be conditioned on the creation of
2 jobs in Idaho.
3 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses-
4 sion of the Fifty-eighth Idaho Legislature, the House of Representatives and
5 the Senate concurring therein, that we respectfully request that a task force
6 be convened by the Office of Science and Technology in the Idaho Department
7 of Commerce and Labor to study specific tax and investment incentive propos-
8 als for the biosciences and report its findings to the First Regular Session
9 of the Fifty-ninth Idaho Legislature by December 1, 2006.
STATEMENT OF PURPOSE
RS 16099
The intent of this Concurrent Resolution is to encourage creation
of a task force to investigate the feasibility of incentives for
development in the biosciences in Idaho and requiring a report.
