HOUSE CONCURRENT RESOLUTION NO. 60

1 A CONCURRENT RESOLUTION
2 STATING FINDINGS OF THE LEGISLATURE CONCERNING HUNGER AND FOOD INSECURITY IN
3 IDAHO AND DESIGNATING THE MONTH OF OCTOBER 2006 AS "HUNGER AND FOOD INSE-
4 CURITY AWARENESS MONTH," COMMENDING EFFORTS TO ADDRESS HUNGER AND FOOD
5 INSECURITY AND ENCOURAGING IDAHOANS TO SUPPORT AND ACTIVELY PARTICIPATE IN
6 THE 2006 IDAHO SUMMIT ON HUNGER AND FOOD SECURITY.
7 Be It Resolved by the Legislature of the State of Idaho:
8 WHEREAS, the Hunger in America 2006 Idaho Report has documented that hun-
9 ger and food insecurity are serious problems that affect at least 89,700
10 Idahoans every year; and
11 WHEREAS, every Idahoan should have enough to eat and sufficient nutrition
12 to carry out the daily tasks of life and work; and
13 WHEREAS, the charitable food banking network is playing a Herculean role
14 in responding to hunger and food insecurity in Idaho; and
15 WHEREAS, Idaho's hunger and food insecurity cannot be solved solely
16 through the efforts of emergency food banks, soup kitchens, and shelters; and
17 WHEREAS, the Idaho Interfaith Roundtable Against Hunger, representing
18 Idahoans of all faiths, issued a Call to Action on February 23, 2006, seeking
19 support for an Idaho Summit on Hunger and Food Security to be held in the fall
20 of 2006; and
21 WHEREAS, the Idaho Summit on Hunger and Food Security will bring together
22 concerned Idahoans to examine the problems of hunger and food insecurity in
23 Idaho and to seek solutions to those problems; and
24 WHEREAS, the Governor's Coordinating Council on Families and Children has
25 called for support for the Idaho Summit on Hunger and Food Security; and
26 WHEREAS, the food banking and interfaith communities are committed to
27 raising the funds necessary to support the Idaho Summit on Hunger and Food
28 Security to ensure that the Summit will have no budgetary impact for the
29 state.
30 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses-
31 sion of the Fifty-eighth Idaho Legislature, the House of Representatives and
32 the Senate concurring therein, that October 2006 is designated "Hunger and
33 Food Insecurity Awareness Month," that the efforts of the Idaho Interfaith
34 Roundtable Against Hunger to convene a fall 2006 Idaho Summit on Hunger and
35 Food Security are commended, and encouraging all Idahoans to support and
36 actively participate in the Summit.
STATEMENT OF PURPOSE

This legislation provides for a House Concurrent Resolution
stating findings of the legislature concerning hunger and food
insecurity in Idaho and designating the month of October 2006 as
"Hunger and Food Insecurity Awareness Month," commending efforts
to address hunger and food insecurity and encouraging Idahoans to
support and actively participate in the 2006 Idaho Summit on
Hunger and Food Security.

There will be no fiscal impact to the general fund.
