SENATE BILL NO. 1277

1 AN ACT
2 APPROPRIATING ADDITIONAL MONEYS TO THE STATE CONTROLLER FOR FISCAL YEAR 2006;
3 AND DECLARING AN EMERGENCY.
4 Be It Enacted by the Legislature of the State of Idaho:
5 SECTION 1. In addition to the appropriation made in Section 1, Chapter
6 227, Laws of 2005, there is hereby appropriated to the State Controller the
7 following amount to be expended for the designated program according to the
8 designated expense class from the listed fund for the period July 1, 2005,
9 through June 30, 2006:

15 SECTION 2. An emergency existing therefor, which emergency is hereby
16 declared to exist, this act shall be in full force and effect on and after its

This is a fiscal year 2006 supplemental appropriation for the State Controller in the amount of $150,000. The supplemental appropriation is for the Idaho Business Intelligence Solution (IBIS) project that started in fiscal year 2005. The IBIS project was requested by the State Controller in order to extend the life of the state’s current legacy accounting system. In fiscal year 2005, the State Controller received permission from the JFAC co-chairs, the Legislative Services Office, and the Division of Financial Management to solicit contributions from state agencies to fund the IBIS project. In fiscal year 2006, the State Controller again received permission to solicit contributions from state agencies for the completion of the IBIS project. The State Controller estimated state agency contributions of $250,000 for budgetary spending purposes; however, the actual state agency contributions received plus interest and licensing fees in fiscal year 2006 totaled $400,000. This supplemental appropriation increases the original budget appropriation by $150,000 and brings the State Controller’s budgeted spending authority for the IBIS project up the needed $400,000.

This bill increases the State Controller’s spending authority in the Computer Center by $150,000 for the Idaho Business Intelligence Solution (IBIS) project. The increase is a one-time increase in the dedicated funds category.
