  1                                        AN ACT
  2    APPROPRIATING MONEYS TO THE DIVISION OF BUILDING SAFETY FOR FISCAL YEAR  2007;
  3        LIMITING  THE  NUMBER OF FULL-TIME EQUIVALENT POSITIONS; DIRECTING ALLOCA-
  4        TION OF SALARY SAVINGS; AND DIRECTING A REPORT ON CONTRACTING SERVICES.
                                                                        
  5    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  6        SECTION 1.  There is hereby  appropriated  to  the  Division  of  Building
  7    Safety  in  the Department of Self-Governing Agencies the following amounts to
  8    be expended according to the designated expense classes from the listed  funds
  9    for the period July 1, 2006, through June 30, 2007:

 43        SECTION  2.  In  accordance with Section 67-3519, Idaho Code, the Division

  1    of Building Safety in the Department of Self-Governing Agencies is  authorized
  2    no  more than one hundred fifty-two and one-tenth (152.1) full-time equivalent
  3    positions at any point during the period July 1, 2006, through June 30,  2007,
  4    for  the  programs  specified  in  Section  1 of this act, unless specifically
  5    authorized by the Governor. The Joint Finance-Appropriations Committee will be
  6    notified promptly of any increased positions so authorized.
                                                                        
  7        SECTION 3.  The Division of Building Safety is hereby directed to allocate
  8    salary savings, based on performance, to provide  for  employee  salary  needs
  9    before  other  operational budget priorities are considered. Where applicable,
 10    employees whose salaries are below the midpoint of their pay grade or  occupa-
 11    tional groups with significant turnover rates shall be considered first in the
 12    order of salary savings distributions.
                                                                        
 13        SECTION  4.  In  light of the continued growth of the Division of Building
 14    Safety's FTP count and in the spirit  of  ensuring  sufficient  resources  for
 15    inspection  services, the Division of Building Safety is directed to report to
 16    the Joint Finance-Appropriations Committee during  the  2006  interim  on  the
 17    feasibility  of  contracting  inspection-related  services.  As  part  of  its
 18    research into this report, the Division is requested to study the practices of
 19    the state of Minnesota and its construction-related inspection programs, e.g.,
 20    electrical, plumbing, HVAC, etc.

This is the FY 2007 appropriation for the Division of Building Safety in the Department of Self-Governing Agencies in the amount of $12,639,700. The source of funding is primarily dedicated funds with a smaller amount of federal funds. This bill provides spending authority for four Line Items.
