  1                                        AN ACT
  2    APPROPRIATING MONEYS TO THE DIVISION OF VETERANS SERVICES WITHIN  THE  DEPART-
  3        MENT  OF SELF-GOVERNING AGENCIES FOR FISCAL YEAR 2007; LIMITING THE NUMBER
  4        OF FULL-TIME EQUIVALENT POSITIONS; AND DIRECTING THE ALLOCATION OF  SALARY
  5        SAVINGS.
                                                                        
  6    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  7        SECTION  1.  There is hereby appropriated to the Division of Veterans Ser-
  8    vices within the Department of Self-Governing Agencies the  following  amounts
  9    to  be  expended  according  to the designated expense classes from the listed
 10    funds for the period July 1, 2006, through June 30, 2007:

 25        SECTION 2.  In accordance with Section 67-3519, Idaho Code,  the  Division
 26    of  Veterans  Services is authorized no more than three hundred six and thirty
 27    hundredths (306.30) full-time equivalent positions at  any  point  during  the
 28    period  July 1, 2006, through June 30, 2007, unless specifically authorized by
 29    the Governor. The Joint  Finance-Appropriations  Committee  will  be  notified
 30    promptly of any increased positions so authorized.
                                                                        
 31        SECTION  3.  The Division of Veterans Services is hereby directed to allo-
 32    cate salary savings, based on performance,  to  provide  for  employee  salary
 33    needs before other operational budget priorities are considered.  Where appli-
 34    cable,  employees  whose salaries are below the midpoint of their pay grade or
 35    occupational groups with significant turnover rates shall be considered  first
 36    in the order of salary savings distributions.
