7 COUNCIL FOR THE LEGISLATIVE SERVICES OFFICE FOR FISCAL YEAR 2006; APPRO-
8 PRIATING MONEYS TO THE DEPARTMENT OF ADMINISTRATION FOR THE IDAHO STATE

13 UNENCUMBERED BALANCES TO THE DEPARTMENT OF ADMINISTRATION FOR PUBLIC WORKS
14 AND FOR THE IDAHO STATE CAPITOL COMMISSION, AND TO THE LEGISLATIVE COUNCIL
15 FOR THE LEGISLATIVE SERVICES OFFICE; AUTHORIZING ADDITIONAL FULL-TIME
16 EQUIVALENT LIMITED SERVICE POSITIONS; AND DECLARING AN EMERGENCY FOR SEC-
17 TIONS 3 AND 4 OF THIS ACT.
18 Be It Enacted by the Legislature of the State of Idaho:
19 SECTION 1. This act shall be known and may be cited as the "Capitol Res-
20 toration and Relocation Act of 2006."
21 SECTION 2. Pursuant to House Concurrent Resolution No. 47, adopted by the
22 Second Regular Session of the Fifty-eighth Idaho Legislature which authorized
23 the restoration of the State Capitol Building, the construction of two-story
24 garden level atrium additions at the east and west ends of the State Capitol
25 Building and other related improvements, and which supported and recommended
26 the Idaho Capitol Commission, the Department of Administration and the State
27 Building Authority to pursue a design and construction schedule allowing the
28 restoration of the State Capitol Building to begin following the 2007 legisla-
29 tive session, the Legislature finds that necessary resources are required for
30 the several state agencies to implement the provisions of House Concurrent
31 Resolution No. 47.
32 SECTION 3. On the effective date of this act, or as soon thereafter as
33 possible, the State Controller shall transfer the sum of $2,000,000 from the
34 Economic Recovery Reserve Fund to the Permanent Building Fund.
35 SECTION 4. In addition to any other appropriation provided by law, there
36 is hereby appropriated to the Department of Administration and to the Legisla-
37 tive Council the following amounts for the designated programs according to
38 the designated expense classes from the listed funds for the period July 1,
39 2005, through June 30, 2006:

12 SECTION 7. There is hereby reappropriated to the Department of Adminis-
13 tration, the unexpended and unencumbered balance of the Permanent Building
14 Fund appropriated for Public Works by Section 4 of this act, for the period
15 July 1, 2006, through June 30, 2007. There is hereby reappropriated to the
16 Department of Administration for the Idaho State Capitol Commission the unex-
17 pended and unencumbered balance of the Capitol Endowment Income Fund appropri-
18 ated by Section 4 of this act and by Section 1, Chapter 300, Laws of 2005, to
19 be used for the period July 1, 2006, through June 30, 2007. There is hereby
20 reappropriated to the Legislative Council, the unexpended and unencumbered
21 balance of the Permanent Building Fund appropriated for the Legislative Ser-
22 vices Office by Section 4 of this act, for the period July 1, 2006, through
23 June 30, 2007.
24 SECTION 8. In addition to any other authorization provided by law, the
25 following full-time equivalent limited service positions are authorized during
26 the period July 1, 2006, through June 30, 2007: for the Department of Adminis-
27 tration, two and one-half (2.5) full-time equivalent positions; for the Idaho
28 State Capitol Commission, two (2) full-time equivalent positions; for the
29 Idaho State Historical Society, four (4) full-time equivalent positions; and
30 for the Legislative Council, two (2) full-time equivalent positions. The addi-
31 tional positions authorized in this section are limited service positions with
32 a maximum term of three (3) years.
33 SECTION 9. An emergency existing therefor, which emergency is hereby
34 declared to exist, Sections 3 and 4 of this act shall be in full force and
35 effect on and after passage and approval.

Appropriating moneys to the Idaho State Capitol Commission, the Department of Administration, the Idaho State Historical Society, and Legislative Council for the purpose of moving forward with the Capitol restoration and expansion approved in House Concurrent Resolution 47.

| Fiscal Note |
This bill includes the FY 2006 and FY 2007 appropriations necessary to move forward with the Capitol restoration and expansion approved in House Concurrent Resolution 47. This bill provides an FY 2006 Supplemental appropriation of $3,525,000 in dedicated funds to finance the redesign of the Capitol Building Master Plan as well as funding to immediately begin preparing swing space in the Borah Building, Ada County Courthouse, State Library and Joe R. Williams Building to house Statehouse tenants who will be relocated during the 30-month Capitol restoration. This bill also provides the FY 2007 appropriation of $2,366,100 in dedicated funds to continue these efforts as well as providing for Statehouse tenant moving costs, and moving and storage of all materials currently located in the Capitol, including files, artwork, photographs, furniture, etc. To implement these efforts, funding is provided for four separate agencies: the Idaho State Capitol Commission; the Department of Administration; the Idaho State Historical Society, and Legislative Council.
